Narrative

I WAS ON AN IFR FLT PLAN FROM 8A7 TO 60J. THE WX AT NORTH MYRTLE BEACH; SC (CRE); WAS FORECAST TO BECOME VFR BY MID MORNING DUE TO LIGHT FOG. VISIBILITY WAS 4 MI RPTED BY ATIS WITH UNLIMITED CEILING. 60J DOES NOT RPT WX. ARRIVING AT 60J ATC AGREED TO LET ME HOLD AT 1600 FT MSL SINCE I COULD NOT FIND THE OCEAN ISLE BEACH ARPT (60J) THROUGH THE BREAKS IN THE CLOUDS (FOG) BELOW ME. THE SKY WAS CLR ABOVE (GND FOG ONLY). AFTER HOLDING FOR 15 MINS; I REQUESTED AND WAS CLRED FOR THE ILS INTO CRE AND BROKE OUT WITH RAGGED BASES OF 400-500 FT AGL AND 4 MI OF VISIBILITY. AFTER LNDG; I REQUESTED AND RECEIVED AN SVFR CLRNC FROM CRE TWR TO STAY CLR OF CLOUDS AND FOLLOW THE COASTLINE TO OCEAN ISLE ARPT (60J) AND GIVEN A SQUAWK AND MYRTLE BEACH DEP (ATC) FREQ. WITH 4 MI OF VISIBILITY; I FOLLOWED THE COASTLINE TO 60J AT 300-500 FT AGL; REMAINING CLR OF CLOUDS; LNDG WITHOUT A PROB. IN XING THE COAST TO LAND; I CROSSED OVER A POPULATED AREA WHILE REMAINING CLR OF CLOUDS. I WAS LESS THAN 1000 FT OVER A POPULATED AREA.
