FOKKER 100 CREW OXYGEN REGULATORS WERE OVERHAULED AND RELEASED FOR SVC WERE NOT IN COMPLIANCE DUE TO THE CALIBRATION AND TEST INST WAS OUT OF DATE.

Narrative

THE ASSEMBLY OF OXYGEN REGULATORS FOR THIS ACFT REQUIRE THE USE OF A DEAD WT. THE WT WAS 2 DAYS PAST DUE FOR ITS CERTIFICATION. ON THE DAY AND TIME STATED ABOVE; MY SUPVR CALLED IN TO THE SHOP FROM HIS HOME ASKING ME TO PULL THE RECORDS FOR ALL THE REGULATORS PRODUCED FOR THE PREVIOUS 2 MONTHS. I NOTICED THE AFOREMENTIONED DEAD WT SET ON THE CREW CHIEF'S DESK WITH AN UNSVCABLE PARTS TAG ATTACHED TO IT. I DEDUCED FROM THE TWO THAT COMPONENTS HAD POSSIBLY BEEN ASSEMBLED FROM THE OUT OF DATE WT SET; APPARENTLY THERE WAS A CONFLICT IN THE DUE DATE ON RECORD IN THE STANDARDS LAB AND THE RECORDS ON FILE WITH THE CREW CHIEF. THE WT SET WAS A NEW ITEM IN THE SENSE THAT THIS WAS THE FIRST TIME IT HAD COME UP ON ITS DUE DATE WHICH WAS A 5 YR CYCLE. THE CREW CHIEF HAD ASSUMED THAT POS AFTER THE WT SET HAD RECEIVED ITS INITIAL CERTIFICATION AND BEEN ASSIGNED TO THE SHOP. SO HE WAS UNAWARE OF THE SIT HE HAD 'INHERITED.' THE RECORDS HAVE BEEN CORRECTED AND UPDATED BESIDES THE PRINTOUT OF 'CERTIFICATION DUE' ITEMS WE RECEIVE FROM THE STANDARDS LAB WE HAVE IN THE SHOP 2 REDUNDANT RECORD SYS TO HELP INSURE THAT TEST EQUIP AND ITEMS REQUIRING CERTIFICATION ARE DONE IN A TIMELY MANNER.
