TXWY DISPUTE TURNS TO CONFRONTATION BTWN SF340 AND DC9 FLCS AT MEM ARPT.
Narrative
OUR ACFT LANDED AND TAXIED CLR OF RWY 27 AND RECEIVED A TAXI CLRNC TO GATE. WE PROCEEDED S ON TXWY N TO APPROX ABEAM GATE; AT WHICH TIME GND TOLD US TO GIVE WAY TO 2 OPPOSITE DIRECTION SAABS GOING IN TO GATE. WE COMPLIED BY SLOWING OUR TAXI AND ONCE CLR; WE RESUMED OUR NORMAL TAXI; S ON TXWY N. ABEAM GATE XY; I SAW A GND VEHICLE IN THE SW CORNER OF TXWYS M AND M5 AND AT ABOUT THE SAME TIME HEARD HIM REQUEST PERMISSION TO GO OUT ON RWY 36L AFTER FOD. AT ALMOST THE SAME TIME A DC9 CLRED RWY 36L AT TXWY M5 AND REQUESTED TAXI CLRNC TO TXWY B29; WHICH HE RECEIVED PROMPTLY FROM GND CTL. (THE GND CTLR THEN BEGAN CONVERSING WITH THE GND VEHICLE ABOUT HIS INTENTIONS.) THE DC9 NEVER SLOWED DOWN AFTER TURNING OFF RWY 36L AND RECEIVING HIS TAXI CLRNC. HE CAME RIGHT ACROSS TXWY M AND WAS APPARENTLY GOING TO CROSS TXWY N AS WELL. IT WAS AT THIS POINT THAT I BEGAN TO SLOW BECAUSE IT LOOKED LIKE HE WAS GOING TO PULL OUT ACROSS TXWY N DIRECTLY IN FRONT OF US. AT THE LAST SECOND HE SLOWED DOWN TO STOP AND WE CONTINUED IN TO THE GATE WITHOUT FURTHER INCIDENT. SHORTLY AFTER THE PAX DEPLANED; THE DC9 CAPT APPEARED AT OUR ACFT AND TRIED TO ENGAGE ME IN A SHOUTING MATCH (HE WAS FULLY INTO 'ROAD RAGE' AT THIS POINT). I DECLINED AND TOLD HIM TO EXIT OUR ACFT. I BELIEVE THIS WHOLE SIT WAS CAUSED BY THE GND CTLR'S DISTR INVOLVING THE GND VEHICLE AND THE DC9 CAPT'S FAILURE TO LOOK BOTH WAYS IN A TIMELY FASHION BEFORE XING A MAJOR (BUSY) TXWY.
