Synopsis

A BEECH 35 AFTER AVIONICS INSTALLATION WAS DISPATCHED IN NON COMPLIANCE DUE TO OUT OF ANNUAL INSPECTION TIME AND OPERATED WITHOUT A MAINT FERRY PERMIT.

Narrative

I AM EMPLOYED BY A LARGE PART 135 ACR AND LIGHT ACFT MANUFACTURER. I WAS ASSIGNED TO DELIVER AN ACFT THAT HAD JUST UNDERGONE AN AVIONICS INSTALLMENT; TO ITS OWNER. I WAS DISPATCHED TO FLY THE ACFT; A BEECH BONANZA; FROM ZZZ; US; TO THE OWNER. I PERFORMED A COMPLETE PREFLT; RECEIVED TRAINING ON THE NEW AVIONICS INSTALLED; AND FILED AN IFR FLT PLAN FOR THE 60 MI FLT. I WAS THE ONLY PAX ON THE ACFT AND THE FLT WAS UNEVENTFUL. UPON ARRIVING AT OWNER'S ARPT; THE ACFT OWNER INFORMED ME THAT THE ACFT WAS OUT OF ANNUAL INSPECTION AND THE LAST ANNUAL WAS 1997. ANNUAL WAS EXPIRED BY 4 DAYS AND MY COMPANY DID NOT HAVE A FERRY PERMIT FOR THE ACFT. I THEN CALLED DISPATCH AND FOUND THAT ONLY THE AVIONICS MGR KNEW THE ACFT WAS OUT OF ANNUAL. I SPOKE WITH THE AVIONICS MGR BEFORE THE FLT; BUT HE DIDN'T TELL ME OR DISPATCH THIS. UPON CLOSER INVESTIGATION OF THIS INCIDENT; IT WAS FOUND THAT THE COMPANY REQUIRES ALL MAINT FLTS ARE TO BE DISPATCHED THROUGH CENTRAL DISPATCH SO THEY CAN TRACK MAINT INSPECTIONS.
