MD80 CREW INSTRUCTED BY TRACON TO GAR AFTER FAILING TO COMPLY WITH SPD RESTR IN DFW AIRSPACE.

Narrative

THE FO WAS FLYING THE LAST LEG OF A 3 DAY TRIP FROM LGA TO DFW. HE WAS NEW ON THE ACFT. HE HAD DONE A FEW THINGS THAT I CONSIDERED NONSTANDARD PER PROCS AND I HAD MENTIONED THEM TO HIM. AS HE STARTED HIS FINAL APCH AT DFW; THE CTLR SAID 'FOLLOW THE TFC 3 1/2 MI AHEAD OF YOU AND MAINTAIN 180 KTS UNTIL THE MARKER.' A SHORT TIME LATER; HE (FO) SAID TO ME; 'I AM GOING TO SLOW; I THINK I AM CATCHING THE GUY AHEAD.' HE PROCEEDED TO SLOW TO A SPD OF 130 KTS; 3 MI OUTSIDE THE OM. ABOUT THIS TIME; WE CALLED TWR AND THEY ASKED US OUR SPD. I TOLD THEM 130 KTS; AND THEY THEN GAVE US A CLRNC OF 'TURN L HDG 030 DEGS; MAINTAIN 3000 FT AND CALL APCH.' THEY HAD PULLED US RIGHT OUT OF THE PATTERN FOR RWY 17C. UPON CONTACT WITH APCH; HE TOLD US HE PULLED US OUT BECAUSE WE DID NOT MAINTAIN OUR SPD. SAFETY WAS NOT COMPROMISED; BUT WE DID ERR IN NOT COMPLYING WITH A CLRNC. WHEN WE GOT ON THE GND I HAD A DISCUSSION WITH THE FO AND EXPLAINED THAT THIS WAS THE PROB THAT I HAD EXPERIENCED WITH HIM DURING THE TRIP. IN SEVERAL INSTANCES HE JUST SEEMED TO BELIEVE THAT HE HAD A BETTER WAY OF DOING THINGS AND I EXPLAINED THAT WE HAD TO DO THEM BOTH THE AIRLINE WAY AND THE ATC WAY. SUPPLEMENTAL INFO FROM ACN 422230: I DID NOT HEAR THE SPD ASSIGNMENT; BUT THE CAPT TOLD ME LATER HE DID. WE WERE A LITTLE CLOSE TO OUR INTERVAL IN FRONT AND I INTENTIONALLY SLOWED EARLY; HAVING MISSED REGIONAL'S SPD ASSIGNMENT TO US.
