UNSAFE GEAR INDICATIONS AFTER TKOF KIX. WDB FLC DIVERTED TO JAA DECLARED AN EMER AND MADE A SAFE LNDG.
Narrative
ON DEC/XA/98 AT XA43; ACR XYZ TKOF FROM OSAKA KANSAI (KIX) ENRTE TO ANCHORAGE (ANC). UPON RAISING LNDG GEAR HANDLE; THE L MAIN UNSAFE UP RED ANNUNCIATOR LIGHT ILLUMINATED ON THE PLT'S FORWARD INST PANEL AND THE SO'S PANEL. SPD WAS MAINTAINED AT APPROX 230-240 KIAS WHILE THE APPROPRIATE CHKLIST WAS REVIEWED. DEP; AND SUBSEQUENTLY CTR; COMPANY INFORMED OF THE DIFFICULTY. THE CHKLIST WAS INITIATED WITH SPD AT 230 KIAS WITHOUT SUCCESS -- BOTH RED WARNING LIGHTS REMAINED ILLUMINATED WITH GEAR HANDLE CYCLED UP. COMPANY OPS WAS INFORMED AND FUEL COMPUTATIONS WERE REQUESTED BASED ON POSSIBLE GEAR DOWN OR GEAR DOOR OPENED; SPD LESS THAN 260 KTS AND ALT (CRUISE) OF FL240. COMPANY'S COMPUTER 'MODEL' INDICATED INSUFFICIENT FUEL TO MAKE ORIGINAL DEST; AND [OPERATIONS] INITIATED COORD TO HAVE FLT DIVERT AND LAND AT NARITA (JAA). CTR WAS ADVISED; AND THEY ALSO INITIATED COORD WITH NARITA SINCE THE FIELD WAS CLOSED AT THIS TIME DUE TO REPAIR OF SOME TXWYS. WE ENTERED HOLDING AS INDICATED BY CTR AND INFORMED THEM OF OUR TIME IN FUEL AND AN ABILITY TO HOLD UNTIL SCHEDULED OPEN TIME (APPROX 2 HRS). NARITA NEVERTHELESS EXPEDITED CLRING THE RWY AND; AFTER DUMPING APPROX 27000 LBS OF FUEL; WE DECLARED AN EMER; REQUESTED CFR TRUCK SUPPORT AND EXECUTED AN UNEVENTFUL APCH AND LNDG. THE MAINT ACTION AND CORRECTIVE ACTION DID FIND SOME PROBS IN THE L MAIN AREA WITH REGARD TO LATCH TOLERANCE OF DOORS AND GEAR ASSEMBLY. PROBS WERE REPAIRED; AND WE DEPARTED THE NEXT DAY FOR ANC WITHOUT FURTHER INCIDENT.
