B757 TAKES EVASIVE ACTION IN RESPONSE TO A GPWS WARNING ON APCH TO SLC.

Narrative

DURING APCH CTL VECTORS FOR AN ILS RWY 35C APCH IN SLC; THE INITIAL DOWNWIND VECTOR AND DSCNT POSITIONED US (ACFT X) ON A 160 DEG HDG AT 9000 FT. THE DOWNWIND VECTOR EXTENDED OUR POS TO 35 DME BEFORE TURNING ON A BASE LEG. A FINAL TURN AND CLRNC FOR THE APCH RESULTED IN OUR POS AT INTERCEPT (LOC) ABOUT 33 DME AND STILL AT 9000 FT. AT 30.7 DME; 9000 FT; LOC CAPTURED; AND 1500 FT RADIO ALT; A TERRAIN GPWS WARNING ACTIVATED. THE FO WAS FLYING; AND IMMEDIATELY EXECUTED A CLB AND RECOVERY. APCH CTL WAS NOTIFIED OF OUR ACTION AND RESPONDED BY STATING THAT 9000 FT WAS THEIR MVA. DURING OUR CLB AT APPROX 10200 FT; WE RECEIVED A TCASII TA NOTIFICATION. THE CLB WAS DISCONTINUED AT 10200 FT AND AN ACFT SYMBOL WAS OBSERVED JUST OUTSIDE THE 2 MI RING -- 10 MI RANGE SETTING. THE TA ACFT ALT READ 11000 FT. FOLLOWING A RECLRNC AND LNDG AT SLC; I CALLED APCH CTL AND SPOKE TO THE SHIFT SUPVR. OUR DISCUSSION CTRED AROUND SAFE OPERATING ALTS OUTSIDE THE 25 MI MSA RING AND CONFLICTING AIR TFC. I BELIEVE THAT CONSIDERING THE MOUNTAINOUS TERRAIN TO THE W AND E; WE NEEDED TO BE AT 10000 FT WHEN RTED BEYOND 25 DME FROM THE ARPT OR SHOULD HAVE BEEN VECTORED INSIDE 25 DME.
