TRACON APCH CTLR CONCERNED WITH RADAR ARTS TAG CLUTTER; NOT BEING ABLE TO ISSUE TIMELY TA'S TO ACFT CONDUCTING AN APCH TO BUR ARPT; DUE TO ARTS TAG CLUTTER AS ACFT PASSES OVER VNY ARPT.

Narrative

TARGETS ON A 'Y' TAG (VNY TWR IDENT) CANNOT BE TAKEN OFF THE WOODLAND RADAR (AT BUR-SCT). AS A RESULT; THERE IS MASS CLUTTER AT TIMES AROUND VNY THAT MAKES IT IMPOSSIBLE TO ISSUE INBOUND ACRS TO BUR ACCURATE TFC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: 4 CALLS TO RPTR WITHOUT RESPONSE. ANALYST CALLED SOCAL TRACON (SCT) SPECIALIST TO VALIDATE RPTR STATEMENT. SPECIALIST ADVISED SCT TRANSITIONED TO ARTS IIIE CAPABILITY SEP/98. THE SPECIALIST CONFIRMED THAT THE NEW SYS HAD A COUPLE FUNCTIONS THAT NEEDED CHANGING. THE CONDITION THE RPTR STATES THAT WHEN THE QUICKLOOK FUNCTION WAS UTILIZED BY A CTLR DRAWING UP THE RADAR DISPLAYED TRACKED TARGETS OF ANOTHER SECTOR; THE FULL DATA BLOCK REMAINED. THIS IS NOT A DESIRABLE CONDITION WITH THIS FUNCTION. THE CTLR WANTS TO LOOK AT THE OTHER CTLR'S DATA BLOCKS IN A COMPRESSED VISUAL DISPLAY; THE CTLR'S SECTOR TAG WITH MODE C READOUT ONLY; NOT THE COMPLETE 2 LINES OF THE FULL DATA BLOCK. THIS CONDITION IS MOST NOTICEABLE IN THE VNY/BUR CTL AREA JURISDICTIONS. AN EMER NATIONAL PRODUCT REVIEW (NPR) WAS SUBMITTED BY SCT MGMNT 12/98. THE ORIGINAL SCT ARTS III PROGRAM REQUEST THAT HAD THIS AMENDED FUNCTION WAS INADVERTENTLY DROPPED OUT OF THE NATIONAL PROGRAM. A FACILITY UCR WAS ALSO SUBMITTED ADDRESSING THIS PROB. THE SPECIALIST ADVISED THAT HE EXPECTED RESOLUTION BY LATE SPRING OR EARLY SUMMER.
