PA28 PLT PENETRATED APF CLASS D AIRSPACE WITHOUT CLRNC.

Narrative

WE GOT A WX BRIEFING AT MARES ISLAND (MKY). THE WX BRIEFER RPTED VFR WX ON OUR RTE TO VENICE (VNC) AND TOLD US BAD WX WAS COMING UP FROM THE S WITHIN 2 HRS; SO WE TOOK OFF. AFTER TKOF; WE SAW BAD WX N OF US. WE CIRCLED A COUPLE OF TIMES JUST N OF MARES ISLAND ARPT AND GOT THE ATIS INFO: 2500 FT SCATTERED; 5000 FT CEILING (OVCST); 5 SM VISIBILITY; ALTIMETER 30.19. THEN WE MADE THE BIG MISTAKE BY NOT CONTACTING NAPLES TWR. WE HAD THEIR VOR FREQ SET IN NAV #1 AND THE TWR FREQ IN STAND-BY IN COM #1. WE HAD FORT MEYERS APCH (119.75) SET IN COM #1. INSTEAD WE GOT ON COM #2 TO TALK TO ANOTHER PLANE IN OUR VICINITY TO MAKE SURE WE HAD ENOUGH SEPARATION. WE FLEW TOWARDS THE COASTLINE. WHEN WE ARRIVED THERE; WE GOT VISUAL CONTACT WITH NAPLES ARPT. WE SET THAT FREQ IN COM #1 AND HEARD A PLANE WAS APCHING FROM THE SW IN IFR CONDITIONS. AFTER THAT; THE TWR CAME BACK AND SAID THERE WAS TFC 12 O'CLOCK. NOW I CONTACTED THE TWR. HE ASKED ME TO IDENT AND AFTER THAT HE TOLD ME I VIOLATED CLASS D AND HAD TO LEAVE. SO I MADE A L TURN BACK TO THE S; APOLOGIZED TO THE TWR AND TOLD HIM WHEN I WAS CLR OF HIS AIRSPACE. WENT TO MARES ISLAND AND LANDED THERE. I LEARNED BY THIS MISTAKE; WHEN I'M IN ANY DOUBT THE WX ISN'T GOOD ENOUGH; I SHOULD NOT CONTINUE MY FLT. AND IN THE VICINITY OF AN ARPT; I HAVE TO CONTACT THEM WELL IN TIME. SUPPLEMENTAL INFO FROM ACN 423090: THE BIGGEST PROB; IN MY OPINION; IS THAT WE HAD TO CONTACT THE TWR OR FORT MEYERS APCH IMMEDIATELY AFTER THE POINT WHERE WE GOT THE ATIS. WE WAITED TOO LONG TO LET THEM KNOW WE WERE IN THEIR AIRSPACE WITHOUT A CLRNC.
