Synopsis

A DC10-30; WHEN TOUCHING DOWN ON A RWY WITH PATCHY AND BLOWING SNOW; REQUIRED FULL REVERSING AND BRAKING TO STOP 50 FT FROM THE END OF THE RWY. THE CAPT RPTS BRAKING ACTION WAS POOR TO NIL WITH NO WARNING OR ADVISORY FROM THE TWR.

Narrative

SHORTLY AFTER SWITCHING FROM APCH CTL TO CLE TWR; TWR ADVISED EVERYONE ON FREQ THAT ARPT WAS EXPERIENCING A SNOW-SQUALL WITH RVR OF 4000 FT TO 5000 FT (OUR POS WAS APPROX 5 MI FINAL). WE BROKE OUT AT APPROX 3000 FT AGL. NORMAL TOUCHDOWN WITHIN THE FIRST 1500 FT OF RWY 23L ON PATCHY SNOW/BLOWING SNOW ON RWY. LOWERED NOSEWHEEL WHILE SIMULTANEOUSLY APPLYING NORMAL REVERSE THRUST. ENG #2 WOULD NOT GO INTO REVERSE UNTIL DESELECTED AND THEN RESELECTED (DC10-30). ENG #1 AND #3 WENT IN REVERSE NORMALLY. AS SOON AS ALL 3 ENGS WERE IN REVERSE (APPROX 120 KTS) AT APPROX 5000 FT REMAINING -- WHEEL BRAKES WERE 'FULLY' APPLIED WITH NO EFFECT WHATEVER. APCHING 3000 FT REMAINING; ALL 3 ENGS WERE IN 'FULL' REVERSE WITH WHEEL BRAKES FULLY APPLIED BY BOTH MYSELF AND THE COPLT. STILL NO EFFECT (EXCEPT FOR THE FULL REVERSE THRUST). WHEN THE MAIN LNDG GEAR WERE AT APPROX 50 FT REMAINING; THE ACFT CAME TO A COMPLETE STOP AND WE EXITED THE RWY ONTO TXWY AND ADVISED CLE GND CTL: 'BRAKING ACTION WAS POOR TO NIL -- ALL OF THE RWY USED.' ALL DEPS WERE THEN STOPPED BY CLE TWR UNTIL RWY WAS TREATED.
