A COMMERCIAL FIXED WING LTT ACFT ON START OF TAXI ATTEMPTED A R TURN AND THE ACFT BEGAN SLIDING FORWARD ON THE PATCHY ICE; BRAKES AND REVERSE THRUST APPLIED; NO HELP. ACFT STRUCK A TUG INCURRING DAMAGE TO THE PROP; ENG AND WING LEADING EDGE.

Narrative

CHANGED ACFT IN ZZZ; TOOK AN AIRPLANE PARKED IN A DIFFERENT PART OF THE COMMUTER RAMP. DID ALL APPROPRIATE CHKLISTS; CHKED THE MEL'S (4 OF THEM); TCASII; YAW DAMPER; RUDDER BOOST; FLAPS. LOADED PAX; FINISHED PAPERWORK. STARTED ENGS; COMPLETED AFTER-START CHKLIST. FO CALLED FOR TAXI. CAPT GAVE THUMB UP TO RAMP PERSON AND RELEASED BRAKES. ACFT STARTED MOVING; R PWR LEVER WAS IN GND LINE TO BE ABLE TO MAKE A 180 DEG R TURN. THE ACFT DIDN'T RESPOND. CAPT PUT BOTH PWR LEVERS IN GND LINE; THEN REVERSE BUT ACFT WAS STILL SLIDING FORWARD. CAPT THEN SHUT DOWN BOTH ENGS AS THE ACFT HIT A TUG WITH A LUGGAGE CART. THE PAX WERE DEPLANED; NO INJURIES; EXCEPT DAMAGE TO ACFT. 2 PROP BLADES SEVERED AT BASE AND ONE FLEW OVER THE FUSELAGE TO THE R SIDE OF ACFT; THE L LEADING EDGE ALSO GOT A BIG DENT AND A HOLE ABOUT 1-2 INCHES THAT LEAKED FUEL. AFTER COMPLETION OF APPROPRIATE CHKLISTS THE CAPT WALKED OUTSIDE THE ACFT. THE AREA WHERE THE ACFT WAS PARKED WAS MORE OR LESS ICE FREE; BUT JUST AHEAD OF THE NOSEWHEEL A LAYER OF APPROX 1 1/2 INCHES (THICK) OF CLR ICE WAS COVERING THE SURFACE. DUE TO THE ICE THE CAPT WAS UNABLE TO TURN THE NOSEWHEEL AND CTL THE ACFT.
