Narrative
ATIS RPTED BRAKING ACTION AS FAIR THE FIRST 2/3 AND POOR THE LAST 1/3 OF THE RWY. THE SO COMMENTED ON THE BRAKING ACTION RPT. THE SAME BRAKING ACTION RPT AS ON ATIS WAS GIVEN TO US; THEREFORE THE CAPT AND I DID NOT COMMENT FURTHER. THE SAME BRAKING ACTION RPT WAS AGAIN GIVE TO US BY TWR AND CONFIRMED BY A PRECEDING B727 WHICH HAD LANDED AHEAD OF US. HE DRIFTED HIGH ON THE GS AT 300-200 FT AS WE RECEIVED ABERRANT GS DEVS. IT IS MY BELIEF THAT THE CAPT FOLLOWED THE GUIDANCE CUE W THE HUD WHICH FORCED HIM HIGH ON THE GS. WE TOUCHED DOWN 2500-3000 FT DOWN THE 8000 FT RWY. THE CAPT WENT INTO NORMAL OR AVERAGE REVERSE THRUST. HE DID NOT USE MORE THAN NORMAL BRAKING. I BELIEVE THAT THE CAPT UNDERESTIMATED THE POOR BRAKING ACTION RPT AND SHOULD HAVE USED MORE OF A MAX EFFORT BRAKING IN THOSE CONDITIONS. HE MAY ALSO HAVE NEGLECTED THE FACT THAT OUR ANTI-SKID SYS ONLY PROVIDES PROTECTION ABOVE 15 KTS. THESE FACTORS; ALONG WITH THE LONG LNDG; DID NOT ENABLE HIM TO STOP BEFORE TURNING ON SNOW COVERED ICE. SUPPLEMENTAL INFO FROM ACN 423673: THE CAPT DID NOT TREAT THE WHOLE RWY AS POOR AND LANDED TOO LONG. WE HAD PREVIOUSLY HAD SOME PWR STRUGGLES WITH HIM; SO TENSION AMONG THE CREW WAS HIGH.
