ACFT #1 WAS TO DEPART ON RWY 25. ACTIVE RWY WAS CHANGED AT ORL. ACFT #1 DEPARTED RWY 7. DEP CTLR WAS BUSY; WAS NOT EXPECTING ACFT #1. ACFT #1 CALLED; NO RESPONSE. IN THE MEANTIME; ACFT #1 ENTERED ADJACENT FACILITIES AIRSPACE WITHOUT COORD. THIS RESULTED IN AN OPDEV.

Narrative

AT APPROX AA58Z; ORL ATCT ADVISED ME THAT ACFT #1 WAS TAXIING FOR TKOF RWY 25. SHORTLY AFTER AB00Z; ORL ATCT ADVISED MCO SUPVR OF A RWY CHANGE TO RWY 7. MCO SUPVR ADVISED ORL ATCT OF THE LAST ARR TO RWY 25; AFTER WHICH ORL WOULD BE ON A RWY 7 OP. TFC ON MY SECTOR WAS HVY. OJT WAS BEING CONDUCTED. AT APPROX AB18Z ACFT #1 DEPARTED RWY 7. DUE TO THE RWY CHANGE ACFT #1 SHOULD NOW HAVE BEEN COORDINATED WITH AND DEPARTED INTO A DIFFERENT RADAR SECTOR. DUE TO TFC VOLUME AND THE FACT THAT I WAS NOT EXPECTING THIS ACFT TO CALL ME; THE DEVELOPMENTAL CTLR AND I ASSUMED THIS WAS AN INITIAL FROM A VFR ACFT REQUESTING SVCS. THE ACFT DID NOT AUTO-ACQUIRE VIA THE ARTS; THEREFORE; WE HAD NOT REALIZED THIS WAS AN IFR DEP OFF ORL. AS TFC VOLUME BEGAN TO DECREASE; I WAS ABLE TO RETURN ACFT #1'S CALL. PRIOR TO THIS; I HAD ASSUMED THE POS FROM MY DEVELOPMENTAL. I IDENTED THE ACFT APPROX 27 MI E OF ORL OUTSIDE MY AIRSPACE. ACFT WAS IN COF AIRSPACE AT 1500 FT. I THEN REALIZED THIS WAS AN IFR DEP THAT SHOULD HAVE BEEN COORDINATED WITH AND DEPARTED INTO THE OTHER SECTOR. ACFT WAS ISSUED THE WRONG DEP INSTRUCTIONS BY ORL ATCT WHICH CAUSED THIS OPDEV.
