Synopsis

AN ACR MLG FLC RPTS THAT DURING THEIR TKOF THEY HAD A CLOSE ENCOUNTER WITH AN SMA WHO PERFORMED AN UNAUTH TKOF.

Narrative

WE WERE CLRED FOR TKOF ON RWY 22. AS WE BEGAN OUR ROLL WE HEARD TWR CALL FOR A SMALL ACFT (I CAN'T REMEMBER THE CALL SIGN -- I BELIEVE IT WAS A HIGH WING SINGLE ENG CESSNA) TO 'STOP.' WE LOOKED AND THE RWY WAS CLR AND WE SAW NO MOVEMENT FROM EITHER SIDE OF THE RWY. TKOF WAS CONTINUED. AT AROUND 100-110 KTS; WE SAW MOVEMENT TO THE R AT THE SAME TIME THE TWR CALLED FOR THE ACFT TO 'TURN L IMMEDIATELY.' HE CALLED THAT TWICE AND TOLD THE ACFT THAT THERE WAS A JET DEPARTING ON RWY 22 AND HE WAS NOT CLRED FOR TKOF; BUT ONLY TOLD TO GO INTO POS AND HOLD. WE CONTINUED THE TKOF BECAUSE THE ACFT DID START THE L TURN AND CONTINUED HIS CLB. AT THIS TIME I COULD SEE THAT THE OTHER ACFT WOULD NOT HIT US; BUT TO ENSURE THAT WOULD BE THE CASE; I DELAYED THE ROTATION OF OUR ACFT UNTIL WE WERE PAST HIS LINE OF FLT. AFTER LNDG AT OUR DEST; I CALLED HOBBY TWR. THEY INFORMED ME THAT NO ACTION WAS BEING TAKEN. WE HAD CORRECTLY BEEN CLRED FOR TKOF ON RWY 22 AND THE OTHER ACFT HAD NOT BEEN GIVEN TKOF CLRNC ON RWY 12L; BUT DID SO ANYWAY.
