Narrative
AFTER COMPLETING PRE TAXI CHK; I (ACFT X) CALLED BHM TWR FOR TAXI INSTRUCTIONS. TWR (LCL) WAS HANDLING BOTH GND AND LCL FREQS. THE CLRNC WAS; 'ACFT #1; TAXI TO RWY 5.' I READ BACK THE CLRNC. THE CAPT READ IT BACK TO ME; AND BEGAN TO TAXI. THIS CLRNC GAVE US CLRNC TO CROSS ALL TXWYS AND RWYS ON THE WAY TO RWY 5. WE WOULD CROSS RWY 36 ON THE WAY TO RWY 5. REACHING THE INTXN OF RWY 36 AND TXWY F; I MADE THE COMPANY CALL (CLR ON THE R;' AND THE CAPT LOOKED L AND CALLED 'CLR ON THE L' AND STARTED ACROSS RWY 18/36. AS WE WERE CLRING THE RWY; I HEARD THE CALL; 'N-NUMBER; GOING AROUND.' I LOOKED OUT MY SIDE WINDOW TOWARD MY 4:30 - 5:00 O'CLOCK POS AND SAW A TURBO COMMANDER (ACFT Y) GOING AROUND. IT WAS THEN I REALIZED THE COMMANDER WAS GOING AROUND BECAUSE OF US XING RWY 36. THE COMMANDER PLT ASKED THE TWR; 'DOES ANYONE KNOW WHY THAT FALCON CROSSED THE RWY?' THE TWR'S RESPONSE WAS; 'STILL TRYING TO FIGURE THIS OUT; WE THOUGHT HE WAS COMING OFF THE E RAMP.' NOTHING MORE WAS SAID. THE CAPT AND I DISCUSSED THIS OVER LUNCH AND DECIDED TO CALL THE BHM TWR TO TRY TO DETERMINE WHAT HAD HAPPENED. AFTER A LITTLE INVESTIGATION; THE TWR DETERMINED THAT THERE WAS A 'TRAINEE' ON DUTY BEING SUPERVISED BY AN INSTRUCTOR. AT THE SAME TIME THERE WAS A CREW CHANGE TAKING PLACE IN THE TWR. IT SEEMS THAT SOMEONE FORGOT TO TELL THE NEW CREW ABOUT THE COMMANDER ON FINAL APCH AND OUR CLRNC TO TAXI TO RWY 5. I BELIEVE SEVERAL THINGS CONTRIBUTED TO THIS NEAR MISS ON THE RWY. FIRST; A TRAINEE SHOULD NOT BE WORKING SEVERAL FREQS -- ESPECIALLY DURING A BUSY PERIOD ON THE ARPT. SECOND; WE AS A CREW SHOULD HAVE VERIFIED OUR CLRNC TO CROSS ALL TXWYS AND RWYS. THIRD; THE COMMANDER PLT SHOULD HAVE SPOKE UP AS SOON AS HE REALIZED WE WERE GOING TO CROSS THE RWY. THERE WAS NO ACCIDENT; BUT THERE COULD HAVE BEEN. I THINK WE ALL DROPPED THE BALL AND COULD HAVE DONE BETTER. I KNOW THAT I WILL ALWAYS VERIFY BEFORE XING A RWY AGAIN.
