PVT PLT OF A PIPER PA28-161 WARRIOR MADE TKOF FOR A TOUCH-AND-GO LNDG WHEN TWR CTLR HAD ONLY CLRED HIM FOR A FULL STOP LNDG. HE LEARNED OF HIS MISTAKE VIA THE FBO RENTING THE ACFT IN THAT THE TWR WAS REVIEWING THE TAPES FOR CLARIFICATION AND POSSIBLE VIOLATION ACTION.

Narrative

ON JAN/TUE/99; I RECEIVED A PHONE CALL AT MY HOME FROM FBO WHERE I RENT THEIR ACFT. I WAS TOLD THAT WHEN I FLEW THEIR PIPER WARRIOR ON JAN/SAT/99 THAT I MIGHT HAVE POSSIBLY MADE A PLTDEV FROM THE GFK TWR (CLASS D AIRSPACE). THE GFK REPRESENTATIVE TOLD ME THAT THE TWR WAS REVIEWING THE TAPES TO SEE WHAT ACTUALLY WAS SAID OVER THE RADIO. I WAS NOT AWARE OF ANY POSSIBLE PLTDEV AND WAS ADVISED TO FILL OUT THIS NASA ARC 277 FORM. EVENT/SIT: I DID 3 TOUCH-AND-GOES WHILE APPARENTLY GIVEN CLRNC FOR A FULL STOP LNDG. I WAS ON THE RETURN PORTION OF A PLEASURE FLT WITH MY WIFE BACK TO GFK. I WAS TALKING TO GFK APCH AND TOLD THEM I WAS INBOUND TO GFK FOR SOME TOUCH-AND-GOES THEN A FULL STOP. UPON GETTING CLOSE TO THE GFK AIRSPACE; I WAS TOLD TO CONTACT GFK TWR. I CONTACTED TWR AND I FEEL CERTAIN I ASKED THEM FOR A COUPLE OF TOUCH-AND-GOES; THEN A FULL STOP. THE TWR NEVER TOLD ME I COULDN'T DO ANY TOUCH-AND-GOES AND THE TWR PUT ME IN THE PATTERN FOR LNDG. I FOLLOWED A COUPLE OF OTHER PLANES TO THE RWY. I WAS GIVEN CLRNC TO LAND ON RWY 26 AND I ECHOED BACK TO THE TWR; WARRIOR CLRED TO LAND ON RWY 26. I THEN PROCEEDED TO DO MY TOUCH-AND-GO. THE PATTERN WAS A LITTLE BUSY AND ONCE I WAS TOLD TO EXTEND MY UPWIND 2 MI; AND ONCE TO EXTEND THE DOWNWIND WHICH I DID WITH NO PROB. EVERY TIME I HAD CLRNC TO LAND ON RWY 26; AND EVERY TIME I ECHOED BACK TO THE TWR; WARRIOR CLRED TO LAND ON RWY 26. I JUST RECEIVED MY PVT PLTS LICENSE 2 1/2 MONTHS AGO. TO STAY CURRENT WITH MY LNDGS (FOR CARRYING PAX); I USUALLY DO 2-3 TOUCH-AND-GOES THEN A FULL STOP. IN THE PAST AT GFK; WHEN I REQUESTED TO DO TOUCH-AND-GOES THE TWR SOMETIMES SAYS I'M CLRED TO LAND ON RWY XX; AND SOMETIMES THEY SAID I'M CLR TO DO TOUCH- AND-GO ON RWY XX. I ALWAYS ECHO BACK WHAT THEY SAY; EITHER I'M CLR TO LAND ON RWY XX AND THEN PROCEED TO DO A TOUCH-AND-GO; OR THEY'LL SAY YOU'RE CLRED TO DO TOUCH- AND-GO AND I'LL ECHO BACK THAT I'M CLRED FOR TOUCH-AND-GO ON RWY XX; THEN PROCEED TO DO MY TOUCH-AND-GO. WHEN I WANT A FULL STOP; I USUALLY TELL TWR THAT I WOULD LIKE TO REQUEST A FULL STOP. AS USUAL; MY WIFE WAS LISTENING ON HER HEADSETS AS SHE ALWAYS DOES TO GAIN 'RADIO EXPERIENCE' FOR WHEN SHE TAKES HER PLTS LICENSE. MY WIFE WAS ALSO UNDER THE IMPRESSION THAT WE WERE CLRED FOR TOUCH-AND-GOES. I WANTED TO CLARIFY THIS POSSIBLE PLTDEV (MISUNDERSTANDING).
