Narrative
WE WERE GIVEN A TAXI CLRNC TO TAXI TO RWY 29 (NO HOLD SHORT INSTRUCTIONS). HOWEVER; AT ORH ARPT; WORCESTER; MA; YOU COULD ONLY GET TO RWY 29 VIA TXWY B; WHICH ALSO CROSSES RWY 29. I REALIZED IN THE AIM; THAT YOU SHOULD NOT CROSS AN ACTIVE RWY EVEN IF YOU HAVE BEEN GIVEN INSTRUCTION TO TAXI TO THAT RWY; SUCH AS ON AN INTERSECTING TXWY. MOST OF THE CTLRS AT ORH TWR GIVE NONSTANDARD INSTRUCTIONS; SUCH AS TAXI TO RWY 29 (WITH NO HOLDING RESTR). I HAVE ON MANY OCCASIONS TAXIED ACROSS TO RWY 29 WITHOUT HOLDING; AND WITHOUT RAISING ANY ATTN FROM THE CTLRS. TODAY; HOWEVER; THIS ONE CTLR MADE A BIG ISSUE OVER THIS. SHE GAVE US AN ATTITUDE AND MENTIONED WE MADE A VIOLATION. I MENTIONED TO HER THAT ALL THE CTLRS THERE USUALLY TELL US THE SAME CLRNC WITH NO INTENTION OF US HOLDING SHORT UNLESS THEY SPECIFICALLY TELL US TO HOLD SHORT OF RWY 29 AT TXWY B. I ALSO WANTED TO MENTION THAT A LOT OF OUR FLCS HAVE BEEN HAVING PROBS WITH CTLRS AT THIS ONE ARPT IN THE PAST COUPLE OF MONTHS; AND THERE'S BEEN SOME TENSION THERE SINCE A CTLR THERE ALMOST CAUSED A MIDAIR COLLISION BTWN 2 OF OUR COMPANY ACFT. I THINK THE MAJOR REASON FOR THIS MISHAP WAS CTLR NONSTANDARD PHRASEOLOGY AS WELL AS FLT OPERATIONAL ERROR.
