Narrative
ON OR ABOUT DEC/XX/98; SEVERAL MAJOR AIRSPACE CHANGES OCCURRED THAT IMPACTED WACO APCH CTL (ACT). DFW VORTAC AND AUS VORTAC WERE DECOMMISSIONED; TTT AND CWK VORTACS WERE COMMISSIONED. THIS CHANGED THE RADIALS THAT MAKE UP SEVERAL AIRWAYS/DEP RTES THROUGH OUR AIRSPACE (V17 S OF WACO; JOE POOL 8 DEP FROM DFW; ETC). IN ADDITION; THE GPS RWY 35 APCH TO PWG ARPT WAS AMENDED WITH CHANGES THAT INCLUDE NEW FIXES; ETC. ALL OF THESE CHANGES PHYSICALLY MOVED THE LOCATION OF THESE ROUTINGS. AS OF TODAY; WE STILL DO NOT HAVE UPDATED RADAR MAPS. WE HAVE BEEN USING OUT-OF-DATE RADAR MAPS FOR ABOUT 2 MONTHS. THE ONLY WAY TO PUT AN ACFT ON ONE OF THE NEW ROUTINGS IS TO GUESS ABOUT ITS LOCATION. BECAUSE THE OLD ROUTINGS ARE STILL DISPLAYED; YOU MUST MENTALLY DISREGARD THEM; WHILE GUESSING ABOUT THE NEW ROUTINGS. I AM TOLD THAT THE NEW RADAR MAPS WERE NOT EVEN ORDERED UNTIL AFTER THESE AIRSPACE CHANGES OCCURRED. NOT ONLY IS THIS UNSAFE; BUT THE LACK OF PREPLANNING AND FORESIGHT BY MGMNT AND STAFF IS INEXCUSABLE. THESE CHANGES WERE NOT A SUDDEN; UNEXPECTED EVENT; THEY KNEW ABOUT THEM LONG BEFORE THEY HAPPENED.
