PVT PLT OF AN SEL SMA MADE AN OFF ARPT FORCED LNDG ON A ROAD AFTER THE ENG QUIT AT A LOW ALT INSUFFICIENT TO MAKE THE DEST ARPT. THERE WAS NO DAMAGE TO THE ACFT; BUT THE PLT RESTARTED THE ACFT AND TOOK OFF WITHOUT GETTING A FERRY PERMIT OR A MECH'S FLT RELEASE.

PVT PLT OF AN SEL SMA MADE AN OFF ARPT FORCED LNDG ON A ROAD AFTER THE ENG QUIT AT A LOW ALT INSUFFICIENT TO MAKE THE DEST ARPT. THERE WAS NO DAMAGE TO THE ACFT; BUT THE PLT RESTARTED THE ACFT AND TOOK OFF WITHOUT GETTING A FERRY PERMIT OR A MECH'S FLT RELEASE.
Narrative
THE PROB OCCURRED WHEN I WAS DSNDING FOR THE TFC PATTERN APPROX 12 NM N OF JAMESTOWN. I WAS ABOUT TO COMPLETE MY APCH CHKLIST WHEN MY ENG COMPLETELY FAILED. I DID NOT HAVE ENOUGH ALT TO MAKE IT TO JAMESTOWN; SO I ESTABLISHED BEST GLIDE SPD AND CHOOSE TO LAND ON A ROAD TO MY L. BECAUSE I DID NOT HAVE ENOUGH ALT; I DID NOT HAVE ENOUGH TIME TO COMPLETE THE EMER CHKLIST. I SAFELY LANDED ON THE ROAD; AVOIDING ALL TFC. ON THE GND I RESTARTED THE ENG AND FOUND THAT IT WOULD RUN WITH THE ELECTRIC FUEL PUMP ON. DURING THIS TIME; I WAS BLOCKING TFC ON THE NARROW ROAD. I ASKED SOME PEOPLE TO BLOCK THE ROAD A COUPLE MI ON EACH SIDE OF THE ACFT SO I COULD TKOF AGAIN. AFTER AIRBORNE; I CONTACTED AN INSTRUCTOR FROM MY FLT SCHOOL AND HE SAID HE WOULD FOLLOW ME. SINCE HE WAS THERE I DECIDED TO RETURN TO GRAND FORKS INSTEAD OF JAMESTOWN. I RETURNED SAFELY TO GRAND FORKS. I WAS CONCERNED ABOUT CREATING A TFC JAM AND BY DEPARTING I VIOLATED AN FAR UNINTENTIONALLY. I TOOK OFF WITH INOP EQUIP WITHOUT AN MEL FOR MY ACFT. I SHOULD HAVE REMAINED ON THE GND AND CONTACTED SOMEONE FOR HELP.
