Narrative
DEICED BECAUSE OF SNOW. AFTER COMPLETE; WERE GIVEN TXWY W FOR AN INTXN TKOF ON RWY 23L. WHILE TAXIING AND DOING POST DEICE AND BEFORE TKOF PROCS AND CHKLISTS; THE CAPT TAXIED ONTO RWY 28 AT TXWY U. GND INSTRUCTED US TO DO A 180 DEG TURN AND TAXI TO RWY 23L AT TXWY W. CONTRIBUTING TO THIS EVENT WERE A SHORT TAXI; EXTRA CONSIDERATIONS CAUSED BY THE SNOW AND DEICE; THE FACT THAT WE HAD SEEN OTHER ACFT TAXI ONTO RWY 28 AT TXWY U; THE FACT THAT LAST TIME I WAS IN CLEVELAND WE DID TAXI ON TXWY U AND HOLD SHORT OF RWY 23L ON RWY 28. THE ARPT DIAGRAM CAN ALSO BE CONFUSING IF YOU GLANCE AT IT IN A HURRY AS THERE IS A TXWY THAT IS CLOSED BTWN TXWY U AND TXWY W BUT IS ONLY SHOWN AS 2 X'S ON THE DIAGRAM (10-9 PAGE) WHILE ON OUR COMPANY ARPT ADVISORY PAGE ON A BIGGER MAP THE TXWY IS NOT SHOWN AT ALL. DESPITE NUMEROUS RWY INCURSIONS AT THIS ARPT BY MANY ACFT; IT IS STILL POSSIBLE TO MAKE A MISTAKE. AS A POSSIBLE SOLUTION; I WOULD SUGGEST CLOSING THE TXWY U ENTRANCE ONTO RWY 28 AND RENAME ALL OF TXWY W; EXCEPT FOR THE SHORT PART THAT ALLOWS ENTRANCE ONTO RWY 23L&R.
