MIL INSTRUCTION FLT OF 2 WAS ENRTE TO A LOW ALT SUA AND HAD A NEAR MISS WITH A MIL INSTRUCTION FLT RETURNING FROM A HIGH ALT SUA.

Narrative

TRAINER 2 WAS ENRTE TO SECTOR 11 LOW IN THE RAN1B MOA AT 13000 FT MSL. THE LOW SECTORS OF THE RAN1B MOA RAN FROM 7000-12000 FT MSL AND THE HIGH SECTORS FROM 14000-22000 FT MSL. AT APPROX 28 DME (WHICH IS UNDER SECTOR 8 HIGH); TRAINER 3 PASSED APPROX 300 FT OFF THE L WING OF TRAINER 2 LEAD. AFTER LNDG WE CONTACTED SAT APCH CTL AND TRAINER 3. TRAINER 3 WAS IN SECTOR 8 HIGH OF THE RAN1B MOA WHEN HE REQUESTED RECOVERY. APPARENTLY; THE CTLR FORGOT ABOUT US AND CLRED TRAINER 3 THE AUGER HIGH RECOVERY. (THIS ALLOWS THE ACFT TO DSND TO 13000 FT AND PROCEED OWN NAV TO AUGER.) ACCORDING TO OFFICIALS AT SAT APCH; AFTER CLRING TRAINER 3 THE RECOVERY; THE CTLR RECOGNIZED HIS MISTAKE AND ATTEMPTED TO GIVE SEPARATION VECTORS TO BOTH ACFT. TRAINER 3 HEARD THE CALL AND WAS COMPLYING. NEITHER TRAINER 1 NOR TRAINER 2 HEARD THE CALL. AN AIR FORCE HATR FORM WAS FILED. I THINK THE ROOT CAUSE OF THIS MISTAKE WAS SATURATION ON THE CTLR'S PART. SAT APCH IS SUPPOSED TO OPEN ANOTHER POS (CHANNEL 4) WHEN THEY GET BUSY ON CHANNEL 5. HOWEVER; DUE TO ALLEGED MANNING PROBS; THEY RARELY; IF EVER; OPEN THAT POS. CHANNEL 5 WAS OVERSATURATED WITH ACFT AND RADIO TFC AT THE TIME OF THE OCCURRENCE.
