SMA PLT DID NOT HAVE HIS FLT PLAN OPENED BY A MIL TWR; AS IS THE LCL CUSTOM.
Narrative
PATRICK AFB (COF) REQUIRES THEIR AERO CLUB MEMBERS TO FILE XCOUNTRY FLT PLANS VIA BASE FLT OPS; WHO THEN FILE SAME WITH FSS SAINT PETERSBURG; RECEIVES WRITTEN CONFIRMATION AND OPENS SAID FLT PLAN WHEN WE TAKE OFF. WE FOLLOWED PRESCRIBED PROCS FOR A FLT FROM COF TO FD22 AND TOOK OFF FROM COF AT XA10 HRS. FD22 IS 15 NM FROM FSS GAINESVILLE. WE LANDED AT FD22 AND CLOSED THE FLT PLAN AT XA45. UPON CONTACT WITH FSS GNV; WE WERE ADVISED NO FLT PLAN HAD BEEN ACTIVATED FOR OUR FLT NOR HAD IT BEEN FILED. I IMMEDIATELY ADVISED THE PATRICK AERO CLUB MGR OF THIS PROB AS SEVERAL OF OUR MEMBERS STATED THEY HAD ENCOUNTERED SIMILAR PROBS. PATRICK AFB FLT OPS PRODUCED A PRINTOUT OF THE CONFIRMATION OF FILING WITH FSS SAINT PETERSBURG. WE FILED A FLT PLAN FOR OUR RETURN AT XF30 THE SAME DAY BY PHONE. WE WERE UNABLE TO CONTACT FSS GNV FROM THE GND TO OPEN SAID XCOUNTRY FLT PLAN AND ATTEMPTED TO CONTACT THEM AFTER TKOF ON 122.5; 122.2; AND 122.1 TO NO AVAIL. WE CONTINUED TO ATTEMPT CONTACT WITH FSS GNV FOR OVER 20 MINS TO OPEN OUR MIL FLT PLAN; ON ALL 3 FREQS. CONTACT WAS FINALLY MADE; ON 122.5; AFTER WE HAD COMPLETED OUR SE TURN E OF LARKIN AND FSS GNV OPENED OUR PLAN TO OCALA AND PROVIDED WX CONDITIONS FOR THAT FACILITY. WE HAD TO CORRECT THEM THAT THE PLAN WAS FILED TO COF ON THE OPPOSITE SIDE OF THE STATE. BY THIS TIME; WE WERE OVER DESOLATE SWAMP LAND AREAS ENRTE TO COF. THROUGHOUT THIS ENTIRE TIME; THERE WAS ABSOLUTELY NO TFC ON FSS GNV FREQS. ON A PREVIOUS FLT FROM FD22 TO MLB; WE ENCOUNTERED THE SAME PROBS OPENING OUR RETURN FLT PLAN.
