A DEPARTING EMB145 HAS ITS HDG CORRECTED BY DCA TWR CTLR FROM A NE DEP UP THE ANACOSTIA RIVER TO A HDG OF 270 DEGS.

Narrative

CREW ALMOST PENETRATED PROHIBITED P56 ON DEP FROM DCA. WHEN I RECEIVED THE IFR CLRNC FROM DCA TO EWR; CLRNC DELIVERY TOLD US TO USE NOISE ABATEMENT PROCS FOR P56 ON DEP AND TO USE THE NE DEP PROC. OUR CLRNC WAS TO ABIDE BY NOISE ABATEMENT PROCS AND TO COMPLY WITH THE NE DEP PROC FOR P56; RADAR VECTORS TO JOIN THE 091 DEG RADIAL OFF OF AML VOR TO PALEO INTXN; V44 TO AGARD INTXN; ROBBINSVILLE 1 ARR TO EWR. THE NE DEP IS A R TURN AS SOON AS PRACTICABLE TO 060 DEGS; ESPECIALLY WITH AN E WIND (SURFACE WIND WAS 030 DEGS AT 12 KTS) IS REQUIRED TO REMAIN CLR OF P56 AND TO INTERCEPT THE ATC ASSIGNED HDG OR RADIAL. WE WERE TO INTERCEPT THE AML 091 DEG RADIAL -- NO HDG ASSIGNED ON TKOF CLRNC. WE DEPARTED RWY 36 AT DCA. IMMEDIATELY AFTER TKOF DCA TWR ASKED US WHAT WE WERE DOING AND ASSIGNED US A HDG OF 270 DEGS. WHEN DEP HANDED US OFF TO ZDC THEY GAVE US A PHONE NUMBER TO CALL ON LNDG AT EWR. WE CALLED THE NUMBER UPON ARR; DISCUSSED THE SIT; AND NO ACTION OR LOG ENTRY WAS MADE. WE RECEIVED NO VIOLATION. THE ZDC SUPVR SAID THAT WE DID NOT PENETRATE P56 OVER THE WHITE HOUSE.
