Narrative

I HAD FLOWN A TRIP FROM MLE TO MSP THE DAY BEFORE. I DEPARTED MLE ON FEB/XA/99 ENRTE TO GRI FOR MAINT WORK. I DEPARTED WITH ALMOST FULL NACELLE TANKS; APPROX 55-60 GALLONS PER SIDE. I HAD TO FLY THE ILS RWY 35 GRI APCH. AFTER A FULL DAY OF MAINT; I FILED AN IFR FLT PLAN FROM GRI TO AHQ; OUR HOME BASE. I FILED FOR 20 MINS ENRTE; 2 HRS FUEL. WX AT GRI WAS CLR; OLU WAS CLR; AND LNK WAS 1300 FT SCATTERED WITH GND VISIBILITY. FET WAS RPTING 600 FT OVCST; 4 SM VISIBILITY. AHQ IS RIGHT BTWN FET AND LNK. I HAD PLANNED ON ADDING FUEL AT GRI PRIOR TO DEP. TOWARD THE END OF THE DAY; I GOT BUSY WITH MAINT PERSONNEL; AND WHEN WE FINISHED FOR THE DAY; I GOT IN THE ACFT; FIRED UP AND TAXIED OUT. SINCE I HAD JUST A 20 MIN FLT AND EXPECTED VFR CONDITIONS OR; AT WORST; MVFR AT DEST; I TOOK OFF. WX WAS CLR UNTIL WITHIN 10 NM OF AHQ. I ENDED UP MISSING APCH AT AHQ AND DIVERTING TO LNK. WX AT LNK HAD GONE FROM CLR TO 200 FT AND 1/2 MI IN LESS THAN 1/2 HR. DECLARED MINIMUM FUEL AND WAS IMMEDIATELY CLRED FOR ILS RWY 17R LNK; AGAINST TFC. LNK APCH HAD TO BREAK OFF 2 ACFT FROM ILS RWY 35L APCH. ADDING FUEL IN GFI WOULD HAVE PREVENTED LOW FUEL. NOT ASSUMING GOOD WX; WOULD HAVE MADE CERTAIN FUEL WAS ADDED.
