A B737-400 LANDS WITHOUT CLRNC ON RWY 36L AT CLT; NC.
Narrative
WHILE CONDUCTING AN ILS APCH TO RWY 36L AT CLT. I WAS THE PNF. APPROX 2000-1500 FT AGL; THE CAPT'S FLT DIRECTOR RETRACTED FROM VIEW. THE ACFT WAS ESTABLISHED ON THE ILS. THE CAPT THEN BECAME DISTR WITH TRYING TO GET THE FLT DIRECTOR BACK UP AND AT APPROX 1200 FT AGL THE GS WAS FULL DEFLECTION BELOW. COMPANY STABILIZED MINIMUMS ARE 1000 FT AGL ON ILS IN IMC AND 500 FT VFR. I BECAME DISTR FROM THE PNF DUTIES AS WE WERE NOT STABILIZED APCHING 1000 FT. WE BROKE OUT VFR APPROX 1100 FT AGL AND AFTER GS CALLOUT (DEV); THE PF DIVERTED HIS ATTN TO FLYING THE ACFT AND WE STABILIZED PRIOR TO 500 FT AGL. AFTER LNDG AND CLRING THE RWY; IT WAS DISCOVERED THAT THE RADIO (COM) IN USE WAS STILL TUNED TO THE APCH FREQ. WE ARE NOT SURE IF APCH CTLR ISSUED LNDG CLRNC OR IF HE EVEN HANDED US OFF TO TWR. IT IS NOT UNCOMMON FOR CTLRS TO ISSUE 1 CALL WITH NO RESPONSE OR READBACK TO CONFIRM. THERE WERE NO CALLS TO US BELOW 1000 FT AGL. THE CAPT SHOULD HAVE ASKED PNF TO RESET FLT DIRECTOR AND FLOWN THE ACFT. THE PNF COULD HAVE BEEN MORE ASSERTIVE. IT WAS THE FIRST LEG FLOWN WITH THIS CAPT AND FO TOGETHER. SUPPLEMENTAL INFO FROM ACN 430974: NO COMMENTS FROM GND CTL. SO WE ASSUME THAT TWR CLRED US TO LAND. WX WAS 1000 FT; 3 MI VISIBILITY. COMPLICATING THE APCH WAS THE WIND SHIFT FROM 180 DEGS 50 KTS AT 2000 FT TO 030 DEGS 29 KTS AT 200 FT.
