CAPT OF A MIL CHARTERED PAX LGT ACFT WAS DENIED CLRNC FROM A FOREIGN GOV ATC CTLR TO DEST ARPT.

Narrative

UNITED STATES MIL CHARTER BTWN 2 FOREIGN COUNTRIES. ENTERING (4TH) FOREIGN COUNTRY AIRSPACE; WE WERE INFORMED THAT OUR DEST WAS OTHER THAN THE INTENDED DEST. WE WOULD NOT BE CLRED TO THE INTENDED DEST. WE HELD AT FL290 AWAITING RESOLUTION BY UNITED STATES MIL. UNABLE TO GET CLRNC TO INTENDED DEST; THE MIL SUGGESTED WE DECLARE A FUEL EMER; 'GET TOUGH' WITH LCL CTLR AND TELL HIM WE WERE GOING TO OUR INTENDED DEST. I PROCEEDED TOWARD INTENDED DEST; DESPITE CTLR TELLING ME TO PROCEED DIRECT TO HIS INTENDED ALTERNATE. (I DID NOT DEVIATE FROM ASSIGNED ALT AND WE WERE IN RADAR ENVIRONMENT.) I TRIED THIS 'BLUFF' UNTIL BEING INFORMED THAT WE WERE APCHING A PROHIBITED AREA. AT THIS TIME; I COMPLIED WITH LCL CTLR AND PROCEEDED TO HIS SUGGESTED (READ 'ORDERED') ALTERNATE. AFTER REFUELING; WE STILL COULD NOT BE CLRED TO OUR ORIGINAL DEST -- 70 NM AWAY. WE HAD TO RETURN TO DEP POINT; 2000 NM AWAY; WITH PAX. CAUSE OF PROB: MIL HAD NOT RECEIVED PROPER AUTH TO GO TO INTENDED DEST. ALSO; I ACCEPTED SUGGESTIONS THAT WENT AGAINST MY TRAINING AND BETTER JUDGEMENT. IN THE FUTURE; I WILL COMPLY WITH ATC.
