Narrative
ACFT #1 WAS 6000 FT OVERFLT SWBOUND ON V1. THE PA31 WAS SW OF THE CYN VOR WHEN ACFT #2; AN F16; SPILLED OUT OF R5002. THE F16 WENT ABOUT 3 MI OUTSIDE OF THE RANGE AT AN ALT OF BTWN 3000-5700 FT. I CALLED TFC TO THE PA31 WHO SAID HE HAD THE F16 IN SIGHT. THIS HAS HAPPENED MANY TIMES AT THE SAME PLACE. THE F16'S AND; TO A LESSER EXTENT; THE A10'S SPILLOUT OF THEIR AREA EVERY DAY. V1 RUNS JUST TO THE W OF R5002. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT WARREN GROVE IS THE MIL CTL FUNCTION FOR R5002 COMPLEX. THE RESTR AREA IS UTILIZED FOR BOMB TARGETING AND TRAINING. THE CTLR ADVISED HIS SUPVR. THE CTLR ADVISED THAT R5002 IS HEAVILY UTILIZED; AND ALL IN ALL; MIL ACTIVITY IS CONTAINED WITHIN THE COMPLEX; BUT DAILY THERE ARE SPILLOUTS. WHEN ANALYST ASKED WHEN; OR IF; TRACON COMMUNICATES WITH THE PRIMARY MIL TRAINING FACILITY ABOUT THESE INCIDENTS; THE CTLR WAS UNCERTAIN TO WHAT EXTENT. THE CTLR PERCEIVES THAT; SINCE THE MIL HAS TRANSITIONED FROM A10'S TO F16'S; HE HAS OBSERVED MORE SPILLOUTS.
