A B747-100 WAS RELEASED FOR SVC IN NON COMPLIANCE WITH A RPT OF A STICKING THROTTLE CAUSED BY A LATEX GLOVE STUCK IN A THROTTLE CABLE PULLEY.

A B747-100 WAS RELEASED FOR SVC IN NON COMPLIANCE WITH A RPT OF A STICKING THROTTLE CAUSED BY A LATEX GLOVE STUCK IN A THROTTLE CABLE PULLEY.
Narrative
I CONTINUED TO INSTALL AN OVER THE WING PANEL; WHICH HAD ALREADY BEEN INSPECTED BY THE PREVIOUS MECH AND AN INSPECTOR; AND CLRNC WAS GIVEN TO GO AHEAD AND INSTALL THE PANEL. I CONTINUED TO INSTALL FASTENERS UNTIL I RAN INTO A COUPLE OF STRIPPED NUT PLATES. I HAD TO REMOVE THE PANEL TO REPLACE THE NUT PLATES. BEFORE REMOVING THE PANEL; I HAD TO CLR THE AREA JUST AFT OF THE PANEL; SO THERE WAS ROOM TO SLIDE THE PANEL STRAIGHT BACK AROUND 6-8 INCHES. ALL HARDWARE; TOOLS; AND ANY OTHER DEBRIS WERE REMOVED SO NOTHING WOULD FALL INTO THE AREA WHICH WAS COVERED BY THE PANEL. AFTER I REPLACED THE NUT PLATES; I SLID THE PANEL BACK IN PLACE WITHOUT CLRNC TO CLOSE; BECAUSE IT WAS ALREADY INSPECTED FOR THE PREVIOUS MECH. I CONTINUED TO INSTALL ALL FASTENERS AND FINISHED INSTALLING THE PANEL. AFTER THE ACFT WAS RELEASED; THERE WAS A PROB WITH ONE OF THE THROTTLE CABLES STICKING; AND A LATEX GLOVE WAS FOUND ON ONE OF THE CABLES UNDER THE PANEL THAT I WAS WORKING ON. BEFORE I STARTED WORKING ON THIS JOB CARD; WHEN I WENT UP TO THE WORK AREA ON THE WING; I DIDN'T NOTICE ANY DEBRIS AROUND THE PANEL THAT I WAS WORKING ON; AND THROUGHOUT THE WHOLE TIME I WAS CLOSING THIS PANEL UP; I DON'T REMEMBER ANYBODY ELSE WITH ME ON THE WING WHO MAY HAVE CONTRIBUTED TO THIS ACCIDENT.
