NON INST RATED PLT OF SMA ATTEMPTS FLT IN IMC WX.

Narrative

I AM SUBMITTING THIS TO SELF-RPT CERTAIN UNINTENDED ACTIONS TAKEN BY ME IN VFR FLT FROM ORL TO AGS. I FOUND MYSELF NEAR AGS IN CLR SKIES ABOVE AN OVCST LAYER OF CLOUDS WITH ONLY IFR CONDITIONS TO DSND THROUGH TO LAND -- CONDITIONS WHICH I WAS NOT QUALIFIED FOR. I FAILED TO DECLARE AN EMER AND THEREBY INFORM APCH MY BEING A VFR PLT IN IFR CONDITIONS REQUIRING THEIR SPECIAL ASSISTANCE. I ACCEPTED AN IFR APCH CLRNC TO DSND THROUGH THE CLOUDS AND LAND AGS. I DSNDED LOWER THAN THE ALT ASSIGNED ME BY THE APCH CTLR. A SECOND CTLR THEN CAME ON THE RADIO; UPSET AT MY ALTDEV; AND ORDERED ME TO RETURN TO THE ASSIGNED ALT. I THEN REQUESTED CANCELLATION OF THE IFR APCH; NOTING THAT I WOULD LIKE TO FINISH THE APCH TO LNDG UNDER MY OWN VISUAL NAV. I APOLOGIZED TO THE SECOND CTLR FOR MY DEVS FROM THE ASSIGNED ALT; EXPLAINED THAT DUE TO FUEL AND OTHER CONSIDERATIONS; I NEEDED TO LAND AT THE FIELD; AND ASKED IF HE COULD PLEASE GIVE ME AN SVFR CLRNC TO LAND. HE RESPONDED THAT HE WOULD NOT ALLOW ME TO LAND UNLESS I DID IT THEIR WAY; AND INSISTED THAT I IMMEDIATELY RETURN TO ALT; ASKING IF I WAS CAPABLE OF THIS. I RELUCTANTLY RESPONDED THAT I WAS; AND ASCENDED BACK THROUGH THE CLOUDS TO THE ASSIGNED ALT. THE FIRST CTLR CAME BACK ON THE RADIO AT THAT TIME; AND GAVE ME DIRECTIONAL AND ALT INSTRUCTIONS WHICH I FOLLOWED. I WAS THEN TURNED OVER TO THE TWR FREQ; WHO CORRECTED MY FLT PATH TO THE R. I BROKE OUT OF THE CLOUDS AGAIN AT APPROX 1800 FT MSL AND PROCEEDED TO LAND UNDER MY OWN VISUAL CTL.
