AN SF340 FLC MADE AN UNAUTH INTXN TKOF FROM IND.
Narrative
WHILE SERVING AS CAPT; AN INTXN TKOF WAS MADE AT IND ON RWY 5R AT THE C8 INTXN. PRIOR TO MAKING THIS TKOF; A SEQUENCE OF SEVERAL EVENTS TOOK PLACE IN ORDER TO ENSURE THE SAFETY OF THE OP. THE FIRST EVENT TO TAKE PLACE WAS IND GND CTL GIVING US A HEADS UP THAT THE JET IN FRONT OF US WOULD BE DOING SOME RUN-UPS. I THEN SLOWED OUR AIRPLANE ALMOST TO A STOP BEHIND THE JET; THINKING THEY WERE GOING TO DO THE RUN-UP IN FRONT OF US; UNTIL I NOTICED THEY WERE CONTINUING DOWN THE TXWY AND BLOCKED THE INTXN FOR A FULL-LENGTH TKOF. ANTICIPATING AN INTXN TKOF; I HANDED THE FO A TKOF DISTANCE CHART FROM THE SAAB 340 AOM THAT WAS GIVEN TO ME BY OUR TRAINING FACILITY TO CALCULATE THE TKOF DISTANCE BASED ON OUR CURRENT CONDITIONS. AFTER VERIFYING THE DISTANCE HE CALCULATED; I THEN ASKED HIM TO REFER TO THE 'TKOF SPDS' CHART WHICH ALSO LISTS TKOF DISTANCES. ACCORDING TO BOTH CHARTS THE TKOF DISTANCE WOULD BE LESS THAN 4200 FT; MORE THAN ENOUGH RWY FOR A TKOF AT C8 INTXN WITH 9000 FT OF RWY AVAILABLE. WE ALSO DECIDED TO USE FULL PWR ON TKOF FOR THE INTXN DEP. UPON SWITCHING TO IND TWR; TWR OFFERED US A CLRNC FOR DEP FROM C8 INTXN AT RWY 5R. WE ACCEPTED THE CLRNC SATISFIED THE TKOF WOULD BE COMPLETELY SAFE. THE TKOF WAS UNEVENTFUL. WHEN WE REACHED OUR DEST; THERE WAS A MESSAGE TO CALL THE CHIEF PLT WHOM THEN TOLD ME HE FOUND OUT ABOUT OUR INTXN TKOF AND ASKED IF I KNEW WE WERE NOT ALLOWED TO DO INTXN TKOFS UNLESS WE HAVE A SPECIFIC ARPT ANALYSIS CHART FOR THAT INTXN OR WE CALL DISPATCH AND THEY GIVE US THE INFO. I SAID THAT I WAS NOT AWARE OF THIS AND LATER DESCRIBED TO HIM THE EVENTS LEADING UP TO THE INTXN TKOF. PROB: NOWHERE IN OUR OPS SPECS; POH; OR INSTRUCTIONS FOR USE OF ARPT ANALYSIS DOES IT SAY WE CANNOT DO INTXN TKOFS AND/OR USE TKOF DATA FROM THE ACFT AOM. IT ALSO DOESN'T SAY THAT IF AN INTXN TKOF IS TO BE MADE; WE CAN CALL DISPATCH FOR THE APPROPRIATE 'NUMBERS.' NOWHERE DOES IT SAY THE ONLY MATERIAL USED FOR TKOF DATA IS THE ARPT ANALYSIS CHARTS. SOLUTION: OPS SPECS; POH; AND ARPT ANALYSIS CHARTS SHOULD BE MORE EXPLICIT IN EXPLAINING INTXN TKOF PROCS. THESE MATERIALS SHOULD ALSO STATE THE ARPT ANALYSIS CHARTS ARE THE ONLY CHARTS TO BE USED. THERE SHOULD BE DIFFERENCE TRAINING BETWEEN THE BA31 AND SF340 ON WHERE TKOF DATA IS ABLE TO BE RETRIEVED. IN THE BA31; IT'S ALRIGHT FOR TKOF DATA T0 BE RETRIEVED FROM AOM AND/OR AFM.
