Narrative

AT XA10 LCL TIME ON MAY/SAT/99; A C172 WAS OPERATING IN THE LCL TFC PATTERN CONDUCTING 'TOUCH AND GOES' BY A STUDENT PLT TRAINING SOLO. THE STUDENT PLT WAS CLRED FOR 'TOUCH AND GO' BY THE TWR WHEN XING LAS POSAS ROAD ON L DOWNWIND. WHEN ON FINAL APCH AND CONFIGURED FOR TOUCH AND GO; A MOONEY ACFT WHO WAS CLRED FOR TKOF HESITATED; PROMPTING THE CTLR TO ISSUE ANOTHER CLRNC TO THAT ACFT REQUESTING THEY EXPEDITE THE TKOF. CESSNA WAS ISSUED A 'GAR' CLRNC WHICH THE STUDENT PLT COMPLIED WITH. THE STUDENT PLT ELECTED TO CLB TO 500 FT MSL; NOT PATTERN ALT OF 875 FT MSL; AND EXECUTED A SLIGHT R TURN IN ORDER TO KEEP THE MOONEY ACFT IN SIGHT. ONCE CESSNA PASSED THE ATC TWR; THE CTLR REQUESTED IT TO TURN L. THE STUDENT PLT SAID NO; CLAIMING THE MOONEY WAS 'ABEAM' HIS L WING TO THE S; SLIGHTLY LOWER IN ALT. ONCE THE MOONEY WAS AT 300 FT MSL (ESTIMATED BY STUDENT PLT); HE EXECUTED A CLBING R HAND TURN TOWARDS A NORTHWESTERLY HEADING WHICH THE STUDENT PLT FELT WOULD HAVE CREATED A COLLISION HAZARD. THE STUDENT PLT THEREFORE 'DOVE' TO 200 FT MSL TO CLR THE ACFT. THE STUDENT BELIEVES THAT THE MOONEY ACFT CLBED ABOVE AND OVER TOP OF HIM WHILE HE WAS IN THE DSNDING MANEUVER. THE STUDENT PLT FELT THAT HE AND THE MOONEY WERE APPROX 250 FT APART IN DISTANCE. THE STUDENT PLT THEN CLBED TO PATTERN ALT AND RESUMED NORMAL L HAND TFC PATTERN OPS.
