SMA PLT ENTERED ENW CLASS D WITHOUT CLRNC.

Narrative

REQUESTED PRACTICE ILS APCH TO RWY 4 AT RACINE AND TOLD MKC APCH WE WERE CONCERNED ABOUT PENETRATING KENOSHA ARPT'S AIRSPACE. WE WERE VECTORED THROUGH KENOSHA AIRSPACE ON THE ORIGINAL APCH AND CLRED FOR THE APCH; FREQ CHANGE APPROVED. ABOUT 3 MI FROM THE OM (PASER); TOLD TO REMAIN VFR; NO SEPARATION PROVIDED. WE WERE CLRED FOR SECOND APCH; VFR ON OUR OWN; RPT PROC TURN INBOUND; WHICH WE DID. SAME PROC FOR THIRD AND FOURTH APCH. ON THE FOURTH APCH; THERE WAS AN ACFT INBOUND TO RWY 4 JUST AFTER WE EXECUTED THE MISS FOR APCH #3. HE RPTED 5 MI OUT FOR A STRAIGHT-IN LNDG. WHEN CLR; WE SWITCHED FROM UNICOM BACK TO MKC APCH WELL BEFORE REACHING KENOSHA AIRSPACE; BUT DIDN'T CONTACT APCH UNTIL PROC TURN INBOUND AS REQUESTED. THE CTLR WAS ANGRY; SAID HE'D TRIED TO REACH US; AND WERE IN KENOSHA AIRSPACE (WHICH WAS TRUE). KENOSHA AIRSPACE BEGINS ABOUT 2 MI S OF PASER AND YOU'LL NICK IT IN THE PROC TURN MORE OFTEN THAN NOT. I DID SAY WE MAY HAVE BEEN OFF FREQ; BUT DIDN'T ELABORATE OR ARGUE. THERE WAS A PERIOD OF SILENCE AND A SERIES OF STEPPED ON XMISSIONS AFTER SWITCHING BACK TO APCH BEFORE WE CALLED PROC TURN INBOUND. NORMAL PROC FOR MKC IS TO REQUEST WE CONTACT THEM ON THE MISS. WE THOUGHT IT ODD HE DIDN'T MAKE THAT REQUEST ON ANY OF THE APCHS BUT FIGURED HE KNEW WHAT HE WAS DOING. (ON THE ORIGINAL VECTOR WE WENT THROUGH THE ILS 15 MI FROM THE FIELD. HE HAD FORGOTTEN US.)
