Narrative

AT 44N150W SFO RADIO CALLED US AND ASKED WHEN WE COULD ACCEPT FL370. WE TOLD THEM ABOUT 1 HR. THEY CLRED US TO BE AT FL370 BY 142W OR IF UNABLE TO CROSS AT FL330. 142W HAS APPROX 45 MINS FLYING TIME FROM OUR POS. WE FAILED TO MAKE THE REQUIRED XING RESTR. WE WERE LEVEL AT FL370 AT 140W. SUPPLEMENTAL INFO FROM ACN 438055: I FEEL THE CREW WAS FATIGUED FROM LACK OF ABILITY TO REST ADEQUATELY IN NRT DUE TO THE PREVIOUS DAY'S XING FROM ANC. I ALSO FEEL A PROCEDURAL CHANGE MIGHT HELP AVOID THE SIT. IT WOULD HELP IF IN POOR RADIO CONDITIONS; AS WERE PRESENT TODAY; A TIME TO CLB OR DSND CLRNC WOULD BE ISSUED RATHER THAN DISTANCE. AND THEN; ATC CALL BACK IF NO CALL RECEIVED FROM THE ACFT AT THE APPOINTED TIME. I FEEL THE FRONT END CREW MISFIGURED THE DISTANCE TO GO BEFORE CLB; BUT A TIME TO CLB OR DSND WOULD NOT HAVE BEEN MISINTERPRETED. SUPPLEMENTAL INFO FROM ACN 438287: WE WERE AT FL350 AND DUE TO FUEL CONSIDERATIONS TOLD THEM IT WOULD BE ABOUT 1 HR. SUPPLEMENTAL INFO FROM ACN 437888: WHEN WE RECEIVED THE CLRNC THE OTHER SO WAS JUST GOING ON BREAK AND I WAS COMING UP TO RELIEVE HIM. I NEVER HEARD THE CLRNC AND THE PLTS FLYING NEVER BRIEFED ME ON A XING RESTR. I WAS OUT OF THE LOOP; SO TO SPEAK. THE HF WAS ALSO ALMOST IMPOSSIBLE TO UNDERSTAND. SFO RADIO HAD BEEN TRYING TO SELCAL US BUT DUE TO SUN SPOTS OR SOME OTHER ATMOSPHERIC CONDITION; IT WAS NOT POSSIBLE.
