A JETSTREAM 41 FLC FLEW AN UNSTABILIZED APCH TO JFK.

Narrative

APCH CLRED US FOR VOR/DME RWY 22L APCH TO JFK (MAINTAIN 3000 FT TILL ESTABLISHED). HDOF TO TWR WAS UNEVENTFUL; BUT WE WERE TOLD TO 'KEEP THE SPD UP' AND CLRED TO LAND ON RWY 22L. CAPT WAS PF. WE BECAME ESTABLISHED AT/ABOUT THE WUGAL INTXN (7 DME); AND CAPT STARTED DSCNT; BUT WAS STILL PROGRAMMING FMS FOR THE APCH. AT ABOUT 6 DME (4.9 MI FROM THRESHOLD); DSNDING THROUGH 2700 FT AGL; I ACQUIRED VISUAL CONTACT WITH RWY AND POINTED IT OUT TO THE CAPT. WE WERE HIGH; FAST (STILL AT 180 KIAS); AND NOT CONFIGURED. AT ABOUT 3 DME; WHERE THE APCH DICTATES THE STEPDOWN FROM 600 FT TO MDA OF 440 FT; OUR ALT WAS GREATER THAN 1500 FT AND SINK RATE WAS GREATER THAN 2000 FPM. AT THIS POINT; WE WERE STILL VERY HIGH AND FAST (VREF +30) SO I CALLED FOR THE GAR. CAPT EITHER DID NOT HEAR ME OR IGNORED ME AS HE TRIED TO MANEUVER SHALLOW S-TURNS WHILE SLIPPING THE ACFT. WE WERE OVER THE THRESHOLD WHEN I MADE A SECOND CALL FOR THE GAR; BUT THE CAPT SAID HE 'COULD DO IT.' THE ACFT TOUCHED DOWN AT ABOUT THE 3/4 MARK OF RWY 22L AND CAME TO A STOP APPROX 20 FT FROM THE END WITH MAX BRAKING AND REVERSE THRUST.
