EMB120 FLC AVOIDS NMAC WITH ULTRALIGHT AND RECEIVES TCASII RA FOR ANOTHER ACFT IN TFC PATTERN.

Narrative

WHILE ACTING AS FO (PNF) ON ACR X SLC-CDC ON JUL/XA/99 AT XA25; ON APCH TO LNDG RWY 20; OUR ACFT HAD A NEAR MISS WITH AN ULTRALIGHT ACFT WHICH TURNED IN FRONT OF US. ON THE MISSED APCH/GAR; WE HAD A NEAR MISS WITH ANOTHER LIGHT PVT ACFT WHICH WAS IN THE PATTERN. FACTORS LEADING TO SIT INCLUDE: THE ULTRALIGHT WHICH PULLED IN FRONT OF US MADE NO RADIO CALLS; AND WAS XMITTING ON THE WRONG FREQ (PER MY CONVERSATION WITH HIS AFTERWARDS). I ALSO DON'T BELIEVE HE WAS LOOKING FOR TFC BEFORE HE MADE THE TURN IN FRONT OF US. ON THE GAR; WE GOT A TFC ALERT TCASII INDICATING AN ACFT 200 FT HIGH. WHEN THE CAPT DSNDED; THE OTHER ACFT MADE A RADIO CALL THAT WE WERE DSNDING ONTO HIM. AT THAT TIME WE CLBED; AVOIDING CONTACT. THE INCORRECT TCASII INFO ALMOST LED TO A MIDAIR DUE TO THE FACT THAT WE HAD NO VISUAL. I FEEL THAT THIS SIT COULD HAVE BEEN AVOIDED HAD THE ULTRALIGHT PLT XMITTED HIS INTENTIONS ON THE CORRECT FREQ. WE WOULD HAVE GONE AROUND SOONER AND BEEN ABLE TO BETTER MAINTAIN SEPARATION FROM BOTH ACFT. NOTE: THE PLT OF THE ULTRALIGHT WAS USING WHAT APPEARED TO BE A XEROX COPY OF AN OUTDATED SECTIONAL CHART; WHICH IS WHERE HE OBTAINED THE WRONG CTAF OF 122.95 RATHER THAN 123.6 WHICH HE SHOULD HAVE BEEN USING.
