A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH AN INTEGRATED AUDIO PANEL REPLACED AND NOT TESTED PER THE MAINT MANUAL PROC.
Narrative
THIS LETTER CONCERNS MY INCIDENT THAT TOOK PLACE AT ZZZ ON MAY/XA/99. I WAS WORKING ON AN F100 ACFT; AND WAS REPLACING THE AVIONICS SWITCHING PANEL DUE TO A PROB WITH THE COCKPIT VOICE RECORDER/FLT DATA RECORDER ON-OFF SWITCH. I WAS UNABLE TO LOCATE THE PAPERWORK IN THE ACR MAINT MANUAL CONCERNING THIS PART'S REPLACEMENT. THIS COMPONENT HAS SWITCHES ON IT WHICH AFFECT MULTIPLE ACFT SYS/ATA CHAPTERS. I REMOVED ACFT ELECTRICAL PWR; AND REPLACED THE PART. I THEN APPLIED PWR; AND PERFORMED CURSORY TESTS ON THE PART'S MANY SWITCHES. I ALSO PERFORMED TESTS ON THE COCKPIT VOICE RECORDER/FLT DATA RECORDER SYS WHICH I LOCATED IN THEIR RESPECTIVE AREAS IN THE MAINT MANUAL UNDER CHAPTERS 23 AND 31. I SIGNED THE LOGBOOK; AND THE PLANE DEPARTED AS SCHEDULED. THE PART I INSTALLED ON MY ACFT; HAD BEEN REMOVED FROM ANOTHER F100 THAT WAS 'OTS' AT THE HANGAR FOR ANOTHER PROB. WHEN THE REPLACEMENT PART ARRIVED THE NEXT DAY FOR THAT PLANE; THE MECHS WERE ABLE TO LOCATE THE MAINT MANUAL PAPERWORK FOR THE PART. ONE OF THE PIECES OF TEST GEAR REQUIRED FOR ITS REPLACEMENT; WAS NOT AVAILABLE; SO THE PART WAS PLACED ON ORDER. AT THIS TIME; AN FAA AUDIT WAS BEING CONDUCTED; AND THEY INQUIRED HOW THE SAME PART WAS REPLACED THE DAY BEFORE WITHOUT THAT PIECE OF TEST GEAR; AND HERE I AM. AS STATED ABOVE; THERE ARE MULTIPLE SYS AFFECTED BY THIS PANEL. MY SOLUTION TO THIS IS TO PLACE THE REMOVAL/REPLACEMENT PAPERWORK FOR THIS PANEL IN EACH OF THE ATA CHAPTERS AFFECTED BY THIS COMPONENT.
