Narrative
BECAUSE OF A NEED TO USE RWY 19 AT TEB; WE WERE CLRED FOR THE DALTON DEP. DURING TAXI OUT; THE SIC CALLED GND CTL TO CLARIFY THIS DEP. THE CONCERN AROSE BECAUSE OF A DISAGREEMENT BTWN MYSELF AND THE SIC. GND CTL SAID WE MUST REMAIN WITHIN 4 DME TEB VOR; 1300 FT MSL; LESS THAN OR EQUAL TO 190 KTS UNTIL ADVISED. 'DOES THIS MEAN TO ORBIT TEB VOR?' GND CTL; 'AFFIRMATIVE' -- AND THAT'S WHAT WE DID. OUR FLT IS DEPICTED ON THE CHART IN DOTTED PLOT. WHEN NEW YORK DEP CTL CALLED US 'WHERE ARE YOU GOING?' AND WE TOLD HIM WE WERE FLYING THE PROC; 'NOT EVEN CLOSE' WAS HIS REPLY. I BELIEVE THE PROC IS AMBIGUOUSLY WORDED; AND I CALLED NEW YORK DEP PHONE NUMBER UPON ARR AT ACK. MY BEST INTERP TELLS ME I WILL 'ALWAYS' BE WITHIN 4 NM WHEN COMPLETING THE TURN TO 280 DEGS AFTER 800 FT MSL; BUT TO REMAIN WITHIN 4 NM OF TEB VOR; TRAVELING AT 190 KIAS; I WILL HAVE TO START TURNING R FROM THE 280 DEG HDG PRIOR TO REACHING 4 DME OF TEB VOR. CAN THIS DEP BE REWRITTEN AND/OR REDEPICTED? UPON CALLING NEW YORK DEP CTL; THE SUPVR ACKNOWLEDGED THE CONFUSING DEP AND AGREED IT SHOULD BE REWRITTEN. HE SAID 'IN THE FUTURE; JUST FLY THE 280 DEG HDG AT 1300 FT MSL; 190 KTS OR LESS.' I WILL NOT ASK FOR THIS DEP IN FUTURE.
