Narrative

ADS-LIT; RWY 15 ADS; XA28Z; AUG/XA/99. TYPE OF ACFT: DIAMOND JET MU300. INCIDENT HAPPENED AT TKOF TIME FROM ADS ARPT; WHILE IN TRANSITION TO CHANGING FROM TWR FREQ TO DEP CTL FREQ. THE DEP CLRNC WAS TO DEPART VIA HDG 100 DEGS THEN RADAR VECTORS VIA DALLAS 5 DEP TO LITTLE ROCK; MAINTAIN 2000 FT ALT; THEN HIGHER. I WAS NOT PIC AT THE TIME; I WAS ACTING AS FO. CAPT; WHO FLIES FROM THE R SIDE OR SEAT AND IS TYPED AND 90 DAYS CURRENT IN THE ACFT; WAS THE SOLE MANIPULATOR OF THE FLT CTLS. AFTER STARTING AND TAXI CHKLIST; I BRIEFED CAPT; WHO WAS PLTING THE ACFT; ABOUT THE HDG AND ALT AFTER TKOF. HE ACKNOWLEDGED BOTH. AFTER OUR CLRNC FOR TKOF FROM ADDISON TWR WE PROCEEDED WITH THE LINE-UP CHK AND A STATIC TKOF WAS AGREED UPON. IT WAS A HOT DAY; ABOUT 41 DEGS C TEMP. AFTER GETTING AIRBORNE; I PERFORMED MY FO ROLE AND GOT THE GEAR AND LIGHT AND WAS ABOUT TO RUN THE AFTER TKOF CHKLIST WHEN ADDISION TWR ASKED US TO CHANGE AND RPT TO REGIONAL DEP. I CALLED DEP AND TOLD THEM WE WERE ON THEIR FREQ. DEP ADVISED US TO FLY 090 DEGS AND TO EXPECT A LITTLE DIFFERENT ROUTING TO INTERCEPT THE 074 DEG RADIAL OF MAVERICK VOR INSTEAD OF THE USUAL 064 DEG LITTLE ROCK TRANSITION DUE TO TSTM NEAR TXK. AS I WAS READING BACK TO THE CTLR AND HE WAS BUSY WITH AN ACR JET INBOUND FOR DALLAS LOVE FIELD; WE WERE APPROX 3 MI DUE S OF ADDISION ARPT. THEN I NOTICED THE CHIME FOR ALT ALERT. AT 1000 FT I REMINDED CAPT AGAIN ABOUT 2000 FT. HE AGAIN ACKNOWLEDGED ME. I GAVE HIM A HDG FOR A L TURN TO 090 DEGS AND 2000 FT. THIS IS WHEN I NOTICED HE HAD CROSSED OUR 2000 FT ALT ASSIGNED AND WAS GETTING CLOSE TO 2500 FT MSL. I AGAIN REMINDED HIM -- THAT IS WHEN I HEARD THE CTLR TELLING THE ACR JET TO HOLD 5000 FT DUE TO TFC ALT ERROR; BUT WE WERE NOT GIVEN ANY ALT CHANGE OR A NEAR MISS WARNING. AFTER THE DEP CTLR ASKED US FOR OUR ALT AND OUR DEV; HE AGAIN REMINDED US TO HOLD 2000 FT AND INTERCEPT THE 074 DEG RADIAL OUTBOUND; WHICH I ACKNOWLEDGED. WE WERE NOT AWARE OF ANY NEAR TFC OR ANY CONFLICT UP TO THAT MOMENT. WE WERE TOLD TO CONTACT DFW REGIONAL MGR AND TALK TO HIM UPON OUR ARR AT LITTLE ROCK. CAPT CALLED AND TALKED TO HIM. I WS NOT PRESENT AT THE TIME. LATER CAPT SAID THAT I WAS PIC AND I WOULD BE ALSO REQUIRED TO FILL OUT A PLTDEV RPT. AS I UNDERSTAND; I WAS NOT PIC. I DID MY DUTY AS A FLC MEMBER TO WARN HIM AND ADVISE HIM (CAPT). I THINK I SHOULD NOT BE HELD ACCOUNTABLE FOR ANY FAA ACTION OF ANY KIND.
