CESSNA PLT MAKES 2 ATTEMPTS AT LNDG HIS FLOAT PLANE ON LAND CULMINATING IN A RWY EXCURSION AND MINOR DAMAGE.

Narrative

I TUNED INTO SAN CARLOS ATIS TO LISTEN TO THE CURRENT ATIS. MY RECOLLECTION IS THAT THE WINDS WERE THE SAME AS THE SAN CARLOS TWR PREVIOUSLY GAVE ME. FIRST ATTEMPTED LNDG: DID NOT FEEL THAT I COULD LAND WITH ENOUGH RWY AND SET THE PLANE ON THE RWY. MADE A GAR. SECOND ATTEMPTED LNDG: CAME IN ON L SIDE OF RWY OVER THE NUMBERS AND LANDED ON RWY CLOSER TO THE R SIDE AND THE XWIND PUSHED ME 1-2 FT INTO THE DIRT TAKING OUT SEVERAL RWY MARKER SIGNS THAT ARE ON QUICK RELEASE BRACKETS. THE TWR SENT OVER THE ARPT SAFETY TRUCK TO GET A FULL RPT. THEY MADE A COPY OF MY PLT'S LICENSE AND MEDICAL AND RETURNED BOTH ITEMS TO ME. WE EXAMINED THE R FLOAT OF THE ACFT AND DETERMINED THAT IT WAS JUST MINOR DAMAGE -- A CREASE AND SOME PAINT CHIPS. I RECEIVED A CALL FROM THE FAA WHO ASKED ME SEVERAL QUESTIONS REGARDING THE LNDG. I ASKED HIM IF HE HAD INSPECTED THE PLANE AND HE ANSWERED; 'YES.' HE SAID THAT THE FAA WAS CALLING THIS AN INCIDENT AND CLOSING THE CASE AND ASKED ME IF I WAS GOING TO TAKE CARE OF THE BREAKAGE OF THE SIGN BRACKETS AND I SAID 'YES.'
