A CESSNA PLT FAILED TO HEAR THE TWR'S GAR INSTRUCTIONS ON FINAL AT PRC.
Narrative
TWR CLRED US TO LAND RWY 21L. I CONFIRMED 'CLR TO LAND RWY 22L.' TWR CORRECTED ME 'RWY 21L.' I RESPONDED 'CLR TO LAND RWY 21L.' HEARD TWR ASKING SOMEONE TO 'GO AROUND;' BUT DIDN'T HEAR MY CALL SIGN; SO DIDN'T THINK MUCH ABOUT IT. MY R SEAT SAFETY PLT COMMENTED ABOUT SOMEONE ON RWY MOVING; BUT DIDN'T APPEAR TO BE MOVING FAST ENOUGH TO TAKE OFF. AS WE GOT CLOSER; I DECIDED TO GO AROUND AS ACFT ON RWY WAS NOT EXITING. AS I RAISED THE NOSE OF MY ACFT; I SAW THE ACFT ON THE RWY TAXI OFF AND CLR OF RWY; SO I STOPPED THE GAR ATTEMPT AND LANDED. AFTER EXITING ACTIVE RWY; GND ASKED ME TO CALL TWR. I COMPLIED AND TWR INFORMED ME THAT I HAD BEEN CALLED 3 TIMES TO 'GO AROUND.' I ASKED MY SAFETY PLT IF HE HAD HEARD GAR COMMANDS AND HE SAID NO. I HAD REMEMBERED COMMANDS BUT DID NOT HEAR MY ACFT CALL SIGN IN REF TO THE COMMANDS. PHONE CONVERSATION WITH TWR WAS POLITE AND PROFESSIONAL. I TOLD TWR THAT WHILE I DID NOT HEAR MY ACFT CALL SIGN; I APOLOGIZED FOR ANY CONFUSION CAUSED AND THAT I WOULD MAKE A SPECIAL EFFORT TO LISTEN CAREFULLY HENCEFORTH. THEY THANKED ME FOR CALLING. WHAT I THINK HAPPENED: TWR CONFUSED MY CALL SIGN WITH ANOTHER AND WAS ASKING A DIFFERENT ACFT TO GO AROUND; OR; DUE TO HIGH LEVEL OR RADIO ACTIVITY; TWR WAS BLOCKED BY OTHER RADIO CALLS. NEITHER MY SAFETY PLT NOR MYSELF RECALL ANY COMMAND FOR US TO GO AROUND. I STARTED A GAR WHEN IT LOOKED AS THOUGH THE ACFT WOULD NOT EXIT THE RWY IN TIME FOR ME TO LAND; BUT AS I DID; THE ACFT EXITED AND I LANDED. COMMENT: IF THIS SIT WERE TO ARISE AGAIN; I WOULD INITIATE THE GAR; INFORM THE TWR THAT I WAS 'GOING AROUND' AND COMPLETE THE ACTION. WHILE WHAT I DID WAS SAFE; WHAT I WOULD DO IN THE FUTURE WOULD BE TO BE EXTRA SAFE!
