Narrative
TAXI OUT AT MSP WAS UNEVENTFUL UNTIL WE WERE #1 FOR TKOF ON RWY 30R; HOLDING SHORT ON TXWY E/E1. WITH AN ACFT 3 TO 3 1/2 MI OUT ON FINAL AND ONE THAT JUST LANDED; TWR CLRED US INTO POS AND HOLD. THE COPLT ACKNOWLEDGED AND I STARTED FOR THE RWY; BUT BEFORE I HAD MOVED 100 FT; TWR SAID 'HOLD SHORT; THIS ISN'T GOING TO WORK.' I STOPPED AND THE COPLT ADVISED TWR THAT WE WERE ACROSS THE HOLD SHORT LINE. TWR ACKNOWLEDGED AND TOLD THE B757 ON FINAL THAT HE WAS CLRED TO LAND. I DID NOT FEEL THAT THE TWR COULD SEE HOW FAR OVER THE HOLD SHORT LINE WE HAD GONE AND I WANTED THE ACFT ON FINAL TO KNOW SO I TOLD TWR THAT WE WERE 25-30 FT OVER THE HOLD SHORT LINE. TWR ACKNOWLEDGED AND AGAIN TOLD THE ACFT ON FINAL THAT HE WAS 'CLRED TO LAND.' THIS IS A SAFETY ISSUE AS ARE THE ACFT THAT TURN OFF THE RWY AFTER LNDG AND STOP WITH SOME OR ALL OF THEIR ACFT ON THE RWY SIDE OF THE HOLD SHORT LINE. I BELIEVE THE PROB IN MSP IS DUE TO TOO LITTLE ROOM (SPACE) BTWN THE RWYS AND THE RAMP AND ASSOCIATED TXWYS. IT IS ALSO DUE TO HVY 'BANKS' AND HIGH NUMBERS OF ACFT IN AND OUT DURING THE 'BANKS.' PERHAPS A NOTE ON THE ATIS TO REMIND PLTS TO COMPLETELY CLR THE RWY AND THE HOLD SHORT AREA AND SOMETHING TO ALERT THOSE TAXIING TO GIVE WAY TO ACFT EXITING THE RWY WOULD HELP.
