ACR HAS NAV AND ELECTRONIC PROBS DURING ARRIVAL. FOUND PAX USING ELECTRONIC DEVICES.

Narrative

FO WAS FLYING MASTY 2 ARR WITH #2 AUTOPLT ENGAGED. ACFT STARTED A TURN TO INTERCEPT THE 341 DEG RADIAL TO COWBOY VOR. TURN LOOKED A LITTLE EARLY; THEN REALIZED WAS ABOUT 3 MI EARLY. SWITCHED DISPLAYS TO RAW DATA TO PROPERLY INTERCEPT. THEN #2 AUTOPLT SELF DISCONNECTED ALONG WITH #2 AUTOTHROTTLE -- NO AUTOLAND; NO AIRSPD; NO WINDSHEAR; AND #2 FCC FAULT. HAD FLT ATTENDANTS MAKE AN ANNOUNCEMENT TO PAX CONCERNING USE OF ELECTRONIC DEVICES WITH A WALK THROUGH OF CABIN. TRIED TO REINSTATE FAULTED EQUIP WITH LIMITED RESULTS. LANDED WITHOUT FURTHER INCIDENT. WAS WITHIN AIRWAY LIMITS AT ALL TIMES. FLT ATTENDANT INFORMED ME ON GND THAT A PAX DID IN FACT HAVE A CELL PHONE/PAGER THAT WAS ON -- EVEN AFTER BEING WARNED. SUBSEQUENT INTERVIEW OF PAX WAS TOLD HE HAD IT TURNED OFF. WITH THE POSSIBILITY OF HIM TELLING THE TRUTH AND HAVING A #2 FCC FAILURE; I RELEASED THE PAX AFTER A BRIEF LECTURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR HAD NO FEEDBACK FROM MAINT ABOUT WHAT THE FAILURES WERE IN THE ACFT SYSTEMS. HE FELT THAT THE REMOVAL OF ELECTRONIC DEVICES WOULD PROBABLY CORRECT THE PROB. THE DEVICES IN QUESTION WERE A CELL PHONE AND A TWO-WAY PAGER. THE PAX WAS SITTING IN FIRST CLASS ABOVE THE AREA OF THE ELECTRONICS BAY. OTHER PAX RPTED THAT THE UNITS WERE PUT AWAY; BUT NOT TURNED OFF.
