MD80 CREW HAD ENG FAILURE ON A MISSED APCH.
Narrative
ENG FAILURE AND WINDSHEAR WARNING ON GAR AT MIA. WE WERE FLYING A VISUAL APCH TO RWY 9R AT MIA. I WAS PF; HAND FLYING AND USING AUTOTHROTTLES DURING APCH AND GAR. AT APPROX 800 FT ON APCH IT BEGAN TO RAIN AT THE FIELD. AT APPROX 200 FT WE ENCOUNTERED VERY HVY RAIN AND LOST SIGHT OF THE RWY. I EXECUTED A GAR. AT APPROX 800 FT ON THE CLB WE HEARD A LOUD BANG; AFTER WHICH WE OBSERVED THE R ENG SPOOLING DOWN. AT APPROX 1200 FT THE WINDSHEAR ALERT SYS GAVE US AN AURAL AND VISUAL WARNING. THE WARNINGS STOPPED VERY SHORTLY THEREAFTER; WE DECLARED AN EMER. BECAUSE OF DETERIORATING WX CONDITIONS AT MIA WE PROCEEDED TO OUR ALTERNATE -- PBI. WE DID NOT ATTEMPT A RESTART OF THE WINDMILLING R ENG. WE COMPLETED ALL CHKLISTS; BRIEFED THE FLT ATTENDANTS; AND MADE A SINGLE-ENG LNDG AT PBI IN GOOD VFR CONDITIONS. WE REQUESTED CFR EQUIP TO STAND-BY. IMMEDIATELY AFTER LNDG THEY MADE A VISUAL INSPECTION OF THE ACFT AND FOUND IT TO BE INTACT. WE TAXIED TO THE GATE; SECURED THE ACFT; AND ASSISTED WITH THE NORMAL DEPLANING OF PAX. I CALLED MY DISPATCHER AND BRIEFED HIM ON THE EVENT.
