A FALCON 20 FLC REMAINED ABOVE A MANDATORY XING ALT ON APCH TO TET.
Narrative
FROM AN ALT OF 2000 FT; AND APPROX 13 MI SW OF TETERBORO; WE WERE CLRED TO NY APCH FOR THE ILS RWY 6 APCH; CIRCLE TO LAND ON RWY 1. IT WAS MANDATORY TO CROSS DANDY (6.4 DME TEB) AT 1500 FT MSL. I MISSED THIS REQUIREMENT IN REVIEWING THE APCH; ELECTING TO MAINTAIN 2000 FT UNTIL GS INTERCEPT. IN DOING SO; WE CROSSED DANDY ABOVE THE MANDATORY ALT OF 1500 FT (ESTIMATING 1800 FT). ON SHORT FINAL; TETERBORO TWR STATED THAT NY APCH HAD CALLED THEM; REQUESTING THEY POINT THIS OUT TO US. THEY STATED THAT WE HAD BEEN INSTRUCTED TO CROSS DANDY AT 1500 FT. NEITHER I NOR THE FO CAN RECALL IF APCH HAD CLRED US IN THIS MANNER. HOWEVER; THE APCH PLATE CLRLY STATES THAT 1500 FT IS MANDATORY UPON REACHING DANDY. I BELIEVE THE PRIMARY CONTRIBUTING FACTOR TO THIS INCIDENT WAS MY FAILURE TO THOROUGHLY BRIEF THE APCH. CONDITIONS WERE CLR; WITH UNLIMITED VISIBILITY. CONSEQUENTLY; MY APCH BRIEFING WITH THE FO INCLUDED ALL THE USUAL ITEMS FOR A VFR APCH; BUT NOT THE ILS PROCS. HAD I DONE SO; WE WOULD HAVE OBSERVED THE XING REQUIREMENT; THUS COMPLYING AFTER RECEIVING THE APCH CLRNC; EVEN IF ATC HAD NEGLECTED TO INSTRUCT US TO DO SO.
