C152 PLT WAS IGNORED WHEN HE ATTEMPTED TO OBTAIN CLRNC INTO TOL CLASS C AIRSPACE.

Narrative

BREACH OF COM. AT XA45; I INITIATED A CALL TO TOL APCH ON 126.1 FOR RADAR FOLLOWING AS I GO TO APPROX 5.0 NM SE OF TOLEDO EXPRESS WHERE MY AIRWORK STARTS. APCH RESPONDED 'STAND BY.' THIS TO ME MEANS DON'T CALL ME; I WILL CALL YOU. I CONTINUED ON; BUT WAS IGNORED. AT 6500 FT OUT; I ABORTED MY AIRWORK AND DID A 180 DEG TURN TO 125 DEG HDG TO EXIT THE AREA. STILL 1500 FT MSL; STILL NO CONTACT FROM APCH; EVEN THOUGH THEY WERE NOT THAT BUSY. AS I CONTINUED SE; I WAS FINALLY CALLED AT 17.6 NM OUT OF TOLEDO EXPRESS AND WAS GIVEN A SQUAWK CODE (NOTHING ELSE). AT 21 MI OUT; THEY REQUESTED MY ALT; WHICH WAS NOW 1400 FT. I WAS TOLD TO INFORM THEM BEFORE CHANGING ALT. (I HAD NEVER BEEN GIVEN AN ALT.) AT 30 NM OUT; I HAD STILL NOT BEEN CONTACTED; SO I REQUESTED RELEASE (FROM WHAT I DON'T KNOW). MOST OF THE APCH CTLRS ARE VERY HELPFUL PEOPLE AND I REALIZE WHAT A PAIN IN THE NECK WE MUST BE. I DON'T; HOWEVER; WANT TO HAVE THEM RPT ME FOR A COM BREACH WHICH I SEE AS BEING COMPLETELY THEIR FAULT. IN THE FUTURE; I WILL NOT BE SO BULLHEADED AND I WILL CALL THEM BACK; EVEN IF I HAVE BEEN TOLD TO 'STAND BY.'
