PA60 PLT HAD NEAR MISS WITH A BE90 IN SEE; CA; CLASS D AIRSPACE.

Narrative

I CALLED SEE FOR LNDG INDICATING MY LOCATION 5 MI TO THE W. I WAS CLRED FOR A STRAIGHT-IN RWY 27L. I CALLED BACK AND AGAIN GAVE MY LOCATION; STATING I WAS COMING FROM THE W AND WAS TOLD TO RPT DOWNWIND L FOR RWY 27R. I RPTED DOWNWIND AND WAS GIVEN CLRNC FOR LNDG ON RWY 27R. WHILE ON BASE; I HEARD THE TWR CLR A KING AIR FOR TKOF ON RWY 35. I DO NOT RECALL ALL THE COM BTWN THE TWR AND THE KING AIR; BUT THERE SEEMED TO BE SOME CONFUSION. PERHAPS THE KING AIR HELD IN POS FOR AN EXTENDED PERIOD OF TIME. THEN; THE TWR TOLD A LEARJET TO GO AROUND; THE FULL CALL SIGN WAS NOT USED; JUST LEARJET. JUST AFTER TOUCHDOWN; THE KING AIR CROSSED IN FRONT OF ME; OVER THE XING RWY; MISSING ME BY ABOUT 100 FT. I ASKED THE TWR HOW THAT HAPPENED TO WHICH THEY SAID; 'I TOLD YOU TO GO AROUND.' I INFORMED THEM THAT A LEAR WAS TOLD TO GO AROUND BUT NOT ME; AND THAT THEY SHOULD LISTEN TO THE TAPE! NO MORE COM WAS MADE WITH THE TWR. THE KING AIR OBVIOUSLY SHOULD NOT HAVE BEEN CLRED FOR TKOF ON A XING RWY WHILE I WAS ON BASE. IF HE DELAYED THE TKOF; HIS CLRNC SHOULD HAVE BEEN CANCELED. THE TWR SHOULD HAVE TOLD ME TO GO AROUND; AEROSTAR ABCD; OR IF THEY FORGOT THE IDENT OF MY PLANE; SAID; ACFT CLRED FOR LNDG RWY; GO AROUND. INSTEAD A LEAR WAS TOLD TO GO AROUND. I BELIEVE THE TWR PERSONNEL WAS A TRAINEE. IF SO; THEY SHOULD HAVE BETTER; MORE ACTIVE SUPERVISION. WHEN I HEARD THE KING AIR CLRED FOR TKOF; I SHOULD HAVE CONTACTED THE TWR FOR CLARIFICATION.
