AN INST RATED PVT PLT FLYING A PA28 AT ROA FAILED TO HOLD SHORT OF RWY HE WAS CLRED TO TAXI TO.

Narrative

AFTER PERFORMING A PREFLT INSPECTION AND RECEIVING ATIS INFO; I TAXIED TO THE RUN-UP AREA AND DID A PREFLT RUN-UP AND THEN RECEIVED INSTRUCTIONS TO TAXI TO RWY 6 FROM GND CTL. I TAXIED OUT FROM THE AREA WITH MY NAV AND LNDG LIGHTS ON AT ALL TIMES. I WAS MOVING SLOWLY AS IT WAS DARK AND I AM NOT AS USED TO TAXIING TO RWY 6 AS THE OTHER RWYS. THERE IS SOME TXWY CONSTRUCTION AND CLOSURES AT THE ARPT. I WAS WATCHING FOR THE SIGNS DIRECTING ME TO RWY 6 AND NOTICED A TURN TOWARDS THE L ALONG WITH A DIRECTIONAL SIGN. OUT OF MY PERIPHERAL VISION; I SAW A DOUBLE FLASHING YELLOW LIGHT ON EACH SIDE OF THE TXWY. I ALSO OBSERVED AND HEARD ON THE RADIO THAT A PLANE WAS ON A SHORT 3 MI FINAL. AT THIS POINT I REALIZED I HAD GONE PAST THE HOLD SHORT LINE AND I HAD ALREADY BEGUN TO TURN AROUND WHEN THE CTLR INTERRUPTED A GND CLRNC TO ADVISE ME THAT I HAD CROSSED OVER THE LINE WITHOUT PERMISSION FROM THE TWR TO WHICH I RESPONDED POSITIVELY. BY THIS TIME; I WAS TURNED AROUND AND POSITIONED BEHIND THE HOLD SHORT LINE. THE PLANE ON FINAL WAS STILL AIRBORNE; AND THERE WAS NO TFC SEPARATION DEV. I WAS THEN INSTRUCTED TO CALL THE TWR AFTER I HAD FINISHED MY WORK AND THEN PROCEEDED TO WAIT FOR 3 ACFT TO LAND. UPON RETURNING TO MY HANGAR I CALLED AND SPOKE TO A SUPVR. I WAS TOLD BY THE ATC THAT I WAS NOT THE FIRST PERSON THIS HAD HAPPENED TO AND IT HAD EVEN HAPPENED TO SEVERAL CPR PLTS. HE ALSO ADVISED ME THAT NO LOSS OF SEPARATION OF TFC HAD OCCURRED; WHICH WOULD BE A SAFETY CONCERN. HE EVEN STATED THAT THE ARPT HAD GOTTEN RICHMOND FSDO THERE SEVERAL TIMES TO SEE IF CHANGES COULD BE MADE SO THIS SORT OF INCIDENT WOULD NOT HAPPEN. HE WAS VERY FRIENDLY AND COURTEOUS TO ME.
