A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE ALTERNATE STATIC PORTS TAPED OVER FOR MAINT AND NOT REMOVED.
Narrative
ACR ACFT XYZ ARRIVED IN ATLANTA FROM ZZZ; WHERE IT WAS FOUND TO HAVE TAPE OVER BOTH ALTERNATE STATIC PORTS. ON OCT/THU/99 XA00 PM; ZXB WXYX AND I WERE DISPATCHED FROM ABC TO WORK ON ACFT XYZ IN ZZZ (UNITED STATES) FOR A SPLIT ALTIMETER READING. ON ARRIVING AT ZZZ ZXB STARTED SETTING UP THE TEST EQUIP. I TOOK THE ACFT MAINT MANUAL AND STARTED GETTING THE ACFT'S PITOT/STATIC SYS READY TO BE TESTED. PER THE ACFT MAINT MANUAL ONE OF THE STEPS IS TO PLACE TAPE OVER BOTH ALTERNATE STATIC PORTS. THE TEST REVEALED THAT THE UPPER PITOT TUBE ON THE CAPT'S SIDE WAS BAD. AFTER CHANGING OUT THE PITOT TUBE AND THE ACFT'S PITOT/STATIC SYS PASSING WELL WITHIN LIMITS AS OUTLINED IN THE ACFT'S MAINT MANUAL. LET ME NOTE HERE THAT THE ONLY TAPE I HAD AVAILABLE TO ME AT THE TIME WAS ALUMINUM SPD TAPE SO I FOLDED OVER ONE END OF THE TAPE TO MAKE A PULL TAB TO AID IN THE REMOVAL OF THE SPD TAPE AND PLACED IT OVER THE ALTERNATE STATIC PORTS. AFTER COMPLETION OF THE WORK I INFORMED ZXB THAT AS HE FILLED OUT THE LOGBOOK AND PARTS TAGS I WOULD SECURE THE TEST EQUIP IN PREPARATION FOR THE RETURN TO ABC. IN MY HASTE TO GET BACK TO ABC I NEGLECTED TO REMOVE THE TAPE FROM BOTH ALTERNATE STATIC PORTS.
