Narrative
WE WERE CLRED TO CROSS DRXLR INTXN ON THE ROKIT 2 ARR AT 6000 FT AND UPON REACHING DRXLR INTXN; TURNED R TO A HDG OF 310 DEGS (130 DEG R TURN). APCHING DRXLR INTXN; WE BEGAN OUR TURN TO 310 DEGS AND WERE ADVISED OF THE ACR CLBING THROUGH 6000 FT AT OUR 10 O'CLOCK POS. WE HAD TFC VISUALLY AND ON TCASII. DURING OUR TURN; A SENIOR CTLR CAME ON THE RADIO AND INSTRUCTED US TO 'DSND IMMEDIATELY TO 2000 FT MSL AND TURN TO A HDG OF 180 DEGS.' WE COMPLIED WITH THESE INSTRUCTIONS AND HAD A TCASII RA AND STILL HAD THE ACR VISUALLY. WHILE TURNING TO 180 DEGS AND DSNDING; WE WERE ADVISED TO LEVEL AT 3000 FT AND TURN BACK TO A 310 DEG HDG. ADDITIONAL TFC WAS POINTED OUT AND WE WERE SUBSEQUENTLY ADVISED TO FOLLOW ANOTHER ACFT VISUALLY TO INTERCEPT THE LOC FOR RWY 12R. WE FOLLOWED THE INSTRUCTIONS; INTERCEPTED THE LOC FOR RWY 12R AND LANDED UNEVENTFULLY. THE INITIAL CTLR WAS VERY HARD TO UNDERSTAND AND WE HAD TO ASK HIM SEVERAL TIMES ABOUT OUR CLRNC LIMIT FIX AND WHEN HE WANTED US TO TURN TO 310 DEG HDG (ALONG WITH SEVERAL OTHER ACFT). THE CTLR HELD US UP AT 6000 FT MSL AND NEVER CLRED US TO A LOWER ALT UNTIL THE SENIOR CTLR STEPPED IN AND TOLD US TO DSND IMMEDIATELY TO 2000 FT MSL AND 180 DEG HDG. WE DID START OUR TURN 1.5 NM EARLY; DUE TO A 40 KT TAILWIND AND HAVING TO MAKE A 130 DEG R TURN TO A 310 DEG HDG. THE CTLR FORGOT TO DSND US AT DRXLR INTXN AND WE WERE PUT INTO A POSSIBLE TFC CONFLICT WITH A DEPARTING ACR. AT NO TIME DID WE FEEL WE WERE GOING TO HAVE A TFC CONFLICT SINCE WE HAD THE ACR VISUALLY AND ON TCASII. WE PASSED UNDER THE ACR WITHIN 1 NM AND +800 FT ON TCASII INDICATION DURING OUR DSCNT. THE ACR WAS ALSO CLBING OUT; MAKING THE DISTANCE GREATER.
