A DEMONSTRATION PLT MADE A RWY INCURSION AT LTAC.

Narrative

ON THE END OF THE LAST FLT OF A 3 WK DEMONSTRATION FLT TOUR IN ANKARA; TURKEY; WE TAXIED ACROSS AN ACTIVE RWY. AFTER A 40 MIN FLT; DEMONSTRATING FLT CHARACTERISTICS OF OUR ACFT TO 6 TURKISH PLTS; IN WHICH LANGUAGE WAS A BARRIER; WE WERE TAXIING TO THE GA RAMP. WE WERE INSTRUCTED TO HOLD SHORT OF RWY 21L. AFTER COMING TO A COMPLETE STOP WE ASKED GND/TWR FOR PERMISSION TO CROSS RWY 21L (ACTIVE RWY). A XMISSION WHICH SOUNDED TO US AS 'AFFIRMATIVE;' WHICH IS THE STANDARD PHRASEOLOGY USED AT LTAC; WAS RECEIVED AND WE PROCEEDED TO CROSS RWY 21L. ALL OF OUR EXTERIOR LIGHTS WERE ON AND WE CLRED THE RWY VISUALLY DURING XING. THE RWY IS 12303 FT LONG. A TURKISH BA146 WAS APPARENTLY ALREADY ROLLING AS WE CROSSED; BUT WAS NOT VISIBLE FROM OUR PERSPECTIVE. AFTER WE WERE 2/3 ACROSS THE RWY; WE WERE INSTRUCTED TO STOP. BUT IT WAS NOT POSSIBLE TO STOP BEFORE EXITING THE RWY. WE WERE NOTIFIED THAT THE BA146 PLT WISHED TO FILE A COMPLAINT. WHEN WE REQUESTED A COPY OF THE ATC TAPE THE ANSWER WAS A FLAT; 'NO.' DURING THE DAYS WE FLEW IN AND OUT OF LTAC; THE CTLRS FREQUENTLY SPOKE TURKISH WHICH REDUCED OUR SITUATIONAL AWARENESS. ON THIS DAY; NUMEROUS ACFT WERE ON FREQ AND ALL SPEAKING TURKISH. WE WOULD NEVER TAXI ONTO THE ACTIVE RWY IF WE HAD JUST HEARD 'CLRED FOR TKOF.' IN ADDITION TO THE TURKISH; THE CTLR'S ENGLISH AND COM EQUIP WERE POOR. I BELIEVE THIS INCIDENT IS DUE TO A MISUNDERSTANDING/MISCOM. NEXT TIME I WILL CLARIFY.
